CHAPTER 129
(Senate Bill 498)

AN ACT to repeal and re-enact, with amendments, Section 402 of
Article 41 of the Annotated Code of Maryland (1965 Replacement
Volume and 1968 Supplement), title "Governor—Executive and
Administrative Departments," subtitle "Maryland Arts Council,"
authorizing the Maryland Arts Council to review certain State
projects, buildings and property, and make recommendations to
the Board of Public Works.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 402 of Article 41 of the Annotated Code of Maryland
(1965 Replacement Volume and 1968 Supplement), title "Governor-
Executive and Administrative Departments," subtitle "Maryland
Arts Council," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

402.

The Council is authorized to conduct programs including, but not
limited to the following:

(a)   Continuation of the program of the body formerly known as
the Governor's Council on the Arts in Maryland including its State-
wide survey of resources and needs in the arts.

(b)   Determine the extent to which existing resources can fill the
needs.

(c)   Design new or expanded programs in the arts either indi-
vidually or in concert with existing arts organizations or arts organi-
zations which may come into existence hereafter.

(d)   Encourage and assist in the formation and activities of local
community arts councils.

(e)   Provide technical and consultative assistance to arts organi-
zations throughout the State.

(f)   Assist, both logistically and financially, in the touring of out-
standing professional performances and exhibitions of art, from
within and outside the State, to communities throughout the State.

(g)   Make awards for excellence in the arts.

(h) Make grants to arts organizations and individual artists.

(i) Cooperate with educational institutions and organizations to
establish a higher level of education in and appreciation of the arts
on the part of students throughout the State.

(j) Explore the feasibility of regional arts programming in the
neighboring states and of program exchange with other states and
implement any such programs it deems advisable.

(k) Publish an annual report and such other material as it deems
appropriate.

(l) Make recommendations to the Board of Public Works concern-
ing appropriate aesthetic decorations, embellishments, accessories or
ornamentation to State projects, buildings and property.
