land (1963 Replacement Volume), title "Attorneys at Law and At-
torneys in Fact," subtitle "State's Attorney," be and it is hereby re-
pealed and re-enacted, with amendments, to read as follows:

40.

(m) In Harford County, (1) the State's Attorney's salary [is
twelve thousand dollars ($12,000) each year.] shall be eighteen
thousand dollars ($18,000.00) per annum. The State's Attorney, dur-
ing his term in office, shall not, except in connection with and in the
performance of his duties as such State's Attorney, appear as counsel
or represent any party professionally before any court, magistrate,
board, commission or agency of this State or any county or political
subdivision of this State. It is intended by the provisions herein that
the State's Attorney shall not engage in the private practice of law
in any manner whatsoever.

(2)   The State's Attorney, with the approval of the judge of the
Circuit Court for the county, may appoint a deputy State's attorney;
and he may appoint such number of assistant State's attorneys and
other staff personnel as may be approved by the Board of County
Commissioners from time to time. All such appointees shall serve at
the State's Attorney's pleasure. The salaries and compensation of
such persons shall be as approved by the Board of County Commis-
sioners from time to time, except that the salary of the deputy State's
attorney shall not be less than six thousand dollars ($6,000.) yearly.
The deputy State's attorney and the assistant State's attorneys shall
have the same legal powers as the State's Attorney to represent the
State before grand juries and in the trial of criminal proceedings.

(3)   The Board of County Commissioners shall pay all reasonable
expenses for the conduct of the office of State's Attorney.

Sec. 2. And be it further enacted, That the provisions of this Act
shall not be construed to extend or apply to the State's Attorney in
office on the effective date of this Act, but the provisions of this Act
shall take effect with the next term of office.

Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1969.

(Senate Bill 365)

AN ACT to repeal and re-enact, with amendments, Section 607 (b)
of the Code of Public Local Laws of Allegany County, (1963
Edition, being Article 1 of the Code of Public Local Laws of
Maryland), title "Allegany County," subtitle "Upper Potomac
River District," amending the laws concerning the Upper Potomac
River District in order to revise the requirements for certain
audits of the books of the Upper Potomac River Commission and
for the duties of the State Auditor in relation thereto.
