expenditures and make such recommendations to provide a greater
degree of efficiency and economy in any State department or
institution.
The [Director] Secretary may prescribe experience equivalents in
lieu of the educational requirements listed above. He may prescribe
such additional qualifications and duties as he may deem necessary
for the above-named employees.
25.
The [Director] Secretary and his assistants shall be subject to call
by either house of the General Assembly or any committee thereof in
order to supply any data or information in his possession.
26.
The [Director] Secretary shall notify each member of the General
Assembly of (1) any revision of the estimated reversions applicable
to the current budgetary appropriations considered at the last session
of the General Assembly and (2) the total actual reversions at the
end of each fiscal year.
27.
Every amended budget schedule prepared by any department,
board, commission, bureau, division, institution or agency of the
State shall be submitted to the [Director] Secretary before being
submitted to the Governor, and the recommendations of the [Direc-
tor] Secretary shall be endorsed thereon or attached thereto before
the same is submitted to the Governor.
Sec. 4. And be it further enacted, That all persons who are em-
ployees of The Department of Budget and Procurement on the effec-
tive date hereof are hereby confirmed in the office, position or civilian
classification which they hold on such date, as employees of the
Department of Budget and Fiscal Planning, except as otherwise
provided in this Act.
Sec. 5. And be it further enacted, That if any part of this Act,
or any section or part of the section thereof shall be held to be un-
constitutional or invalid for any reason, such unconstitutionality or
invalidity shall not affect the remaining parts of this Act, or any
section or part of a section hereof, the General Assembly hereby
declaring that it would have passed the remaining parts of this Act,
or sections or parts of sections hereof, if such unconstitutionality or
invalidity had been known; and to this end, all parts, sections, and
parts of sections of this act are declared to be severable.
Sec. 6. And be it further enacted, That all laws or parts of laws,
public general or public local, inconsistent with the provision of this
Act, are hereby repealed to the extent of any such inconsistency.
Sec. 7. And be it further enacted, That this Act shall take effect
July 1, 1969.
