(c)   Successors.—Upon the expiration of the term of any member,
a successor shall be appointed in the manner hereinabove provided
from the appropriate list of three (3) names. A member shall be
eligible to succeed himself from time to time, provided his name is
on the list submitted to the [Governor] Secretary of Health and
Mental Hygiene.

(d)   Vacancies.—Vacancies on the Council, through death or resig-
nation, shall be filled for the unexpired term in the manner here-
above provided from the appropriate list of three (3) names.

(e)   Compensation.—The members of the Council shall receive no
compensation for their services as members, but shall be repaid for
actual expenses incurred in the performance of their duties under
this subtitle.

The Attorney General of Maryland [shall be the legal advisor for
the Department and the Board in carrying out their duties under this
subtitle,] shall enforce compliance with the requirements of this
subtitle through any appropriate legal remedies, and shall prosecute
violations in accordance with the provisions of this subtitle.

Sec. 25. And be it further enacted by the General Assembly of
Maryland,,
That Sections 1, 2, 3, and 5 (a) of Article 52A of the
Annotated Code of Maryland (1957 Edition, 1968 Replacement Vol-
ume and 1968 Supplement), title "Juvenile Services," subtitle "In
General," be and they are hereby repealed and re-enacted, with
amendments, all to read as follows:

The State Department of Juvenile Services is created and estab-
lished, as part of the Department of Health and Mental Hygiene,
with powers, duties, and functions provided in this Article or else-
where in the laws of this State.

2.

The Governor , upon the recommendation of the Secretary of
Health and Mental Hygiene,
shall appoint the Director of the State
Department of Juvenile Services, who shall be the chief administra-
tive officer of the Department. The Director shall be a competent
person having adequate training and broad, practical experience in
administration and in dealing with institutions and court services
for the care, custody and treatment of children in need of such serv-
ices. He shall be appointed by the Governor from a list of from three
to five nominees proposed to the Governor and to the Secretary of
Health and Mental Hygiene
by the State Commissioner of Personnel,
after they have taken a qualifying examination prepared for the
position. Every Director of the State Department of Juvenile Serv-
ices shall be appointed and shall hold his position according to the
provisions of Article 64A of this Code. He shall be paid for his
services such compensation as may be provided from time to time
in the budget. The Director shall devote his full time to the duties
of his office.
