and Mental Hygiene shall be subject to the approval of the Secretary;
however the Secretary is authorized to delegate this power of ap-
proval to the heads of the departments or other agencies within the
jurisdiction of the Department of Health and Mental Hygiene.
(i) The Secretary shall have the right and authority to transfer
the following , BY REGULATION OR WRITTEN DIRECTIVE,
functions, staff and funds from the Department of Health or the
Department of Mental Hygiene to the Office of the Secretary.
: Public Information, Grants and Program Development, Audit, Pur-
chasing Management Analysis, Planning, Budget, Research, Educa-
tion, Personnel, Statistics, Laboratory, Data Processing and other
staff as the Secretary of Health deems necessary. Such staff as
may be transferred to the Office of the Secretary will be provided
space, equipment and services by the respective departments, unless
moved by order of the Secretary to another location as may be
deemed necessary for the proper and efficient functioning of the
Office of Secretary of Health and Mental Hygiene.
(j) All departments, commissions, boards, councils and other
agencies of the Department of Health and Mental Hygiene shall re-
port to the Secretary of Health and Mental Hygiene OR HIS DE-
SIGNEE as provided in regulations OR WRITTEN DIRECTIVES
promulgated by the Secretary.
(k) The Secretary of Health and Mental Hygiene shall be respon-
sible for promulgating rules and regulations for his office and shall
review and have revisory power over the rules and regulations of
the Board of Review of the Department of Health and Mental Hy-
giene, and all of the departments and other agencies within the
Department of Health and Mental Hygiene.
(l) The Office of Secretary of Health and Mental Hygiene shall
have a seal for purposes of authentication of copies or records or
papers in his office.
206A. Board of Review of the Department of Health and Mental
Hygiene.
(a) The Board of Review of the Department of Health and Mental
Hygiene is hereby created. It shall consist of seven members ap-
pointed by the Governor with the advice of the Secretary. AND
CONSENT OF THE SENATE OF MARYLAND. Of the seven
members so appointed, not less than four shall be selected from
and represent the general public. The remaining members shall be
persons of knowledge and experience in one or more of the fields
under the jurisdiction of the Department of Health and Mental
Hygiene. Of the members initially appointed, three shall be for terms
of three years, two for terms of two years, and two for terms of one
year. Thereafter, all appointments shall be for terms of three years.
The Governor shall designate a Chairman from among the members
representing the general public. The Governor shall fill any vacancy
which occurs before the expiration of a term, for the balance of the |
