A TAX RESOLUTION, To levy and impose a local tax on income,
within the limits of Baltimore County, and to provide for the collection
thereof in accordance with Maryland law, accounting from January 1,
1969, by adding new Section 11-52.9 to the Baltimore County Code,
1958 (1966 Cumulative Supplement), title "Finance and Taxation
Generally," Article "Taxes and Tax Sales," Division 4, "Taxes."

Whereas, section 283 of Article 81, Annotated Code of Maryland
(1967 Cumulative Supplement to the 1965 replacement volume) authorizes
the County to adopt a local income tax to be imposed upon residents of
the County as a percentage of the State income tax liability of such
residents; and

Whereas, the levy of the thirty-five per cent local income tax will
bring needed revenues to Baltimore County, which will be in lieu of its
previous share of the State income tax; now, therefore

Section 1. BE IT RESOLVED BY THE COUNTY COUNCIL OF
BALTIMORE COUNTY, MARYLAND, pursuant to the power and au-
thority set forth in section 283 of Article 81, Annotated Code of Maryland
(1967 Cumulative Supplement to the 1965 replacement volume), that
section 11-52.9 be and it is hereby added to the Baltimore County Code,
1958, (1966 Cumulative Supplement), title "Finance and Taxation Gen-
erally," Article "Taxes and Tax Sales," Division 4, "Taxes," said new sec-
tion to read as follows:

11-52.9. Local Tax on Income.

An income tax of thirty-five per cent of the State income tax liability
is hereby levied and imposed on the residents of Baltimore County, ac-
counting from January 1,1969.

Section 2. AND BE IT FURTHER RESOLVED, That this Act is
hereby declared to be an emergency measure affecting the public health,
safety or welfare, and, having been passed by the affirmative vote of
five members of the County Council, the same shall take effect from the
date of its enactment.
