2062                              MUNICIPAL CHARTERS

24-3. Duties generally of the chief of bureau.

It shall be the duty of the Chief of the Police [Bureau] Department
to require each policeman, at such times of the day or night as he may be
upon duty, to preserve the public peace, prevent crime and protect the
rights of persons and property, to see that all laws relating to the obser-
vance of Sunday and in regard to gambling, intemperance, vagrants and
disorderly persons are strictly enforced and to assist the sanitary officer
of his district to enforce faithfully and strictly all laws, rules and orders
that now exist or which may hereafter be passed or issued for the purpose
of maintaining and preserving the public health and to arrest all offenders
against the laws of the state and to take such offenders to the nearest
justice of the peace for the county; and for any neglect or violation of the
provisions of this section by any officer of the force, the chief shall
suspend such officer and report his action in this case, with the charges
preferred in writing against such officer.

24-13. Special police officers.

(a)    In addition to the power and authority hereinbefore granted
to appoint and regulate a Police [Bureau] Department, the county is
authorized to appoint such number of special police officers as they may
deem necessary for the proper protection of persons and property in the
county.

(b)    Such special police officers may be appointed or discharged
without reference to the provisions of this title relating to regular police
officers, and they shall not be members of the regular Police [Bureau]
Department or entitled to any of the rights and privileges of such mem-
bers. They shall perform such duties and receive such compensation, if
any, as the county may determine. Before entering upon the performance
of their duties they shall give such bond, as the county may prescribe.

24-13A. Police Cadets; appointment, duties.

In addition to the power and authority hereinbefore granted to ap-
point and regulate a Police [Bureau] Department, the County is au-
thorized to appoint such number of persons between the ages of eighteen
years and twenty-one years to the Police [Bureau] Department, to be
known and described as Police Cadets, as the county may deem necessary.
The appointment of such persons shall be made subject to the same require-
ments, except as to age, as are the appointments to the County Police
[Bureau] Department. The Police Cadets shall perform such duties as
the Chief of Police, with the approval of the Administrative Officer of
Baltimore County, Maryland, shall determine but shall be exempt from any
requirements for the providing of a bond.

Section 7. AND BE IT FURTHER ENACTED, That Sections 29-12
(a)3, 29-12(c) and 29-12(d) of the Baltimore County Code, as amended,
Title "Schools," be and they are hereby repealed and re-enacted with
amendments to read as follows:
