an annual salary of not more than two thousand five hundred dollars. The
person or persons contained in said list shall be of high standing for
their expert knowledge and interest in the Orthodox Hebrew rules,
regulations and requirements pertaining to the sale, manufacture, distri-
bution and preparation of kosher meat, meat products, food, food products
and beverages and such person or persons shall not be directly or in-
directly financially interested in the manufacture, sale, preparation or
distribution of any such products. It shall be the duty of said inspector
to inspect the premises, books and records, equipment and products of all
slaughter houses, abattoirs, butchers, butcher shops, hotels, restaurants,
lunch rooms, inns, boarding houses, caterers, grocers and all other
places or establishments of every description wherein persons engaged
in the manufacture, preparation, sale, service or distribution of food (as
described in this section) in any manner represent the same to be kosher,
or represent that such food has been prepared under, or is made of a
product or products sanctioned by the Orthodox Hebrew religious rules or
requirements and dietary laws either by direct or indirect statement,
orally or in writing. It shall be the duty of said inspector to report to
the state's attorney of Baltimore County, for appropriate legal action,
any person, firm or corporation found by him to be violating the terms
and provisions of this section.
19-10. Parades; permit required.
It shall be unlawful for any organization or persons to parade through
the highways of Baltimore County without first having obtained a permit
from the [Director] Chief of [public safety] Police All applications for
such a permit shall be filed at least seven days prior to the date of any
proposed parade upon forms to be supplied by the [Director] Chief of
[public safety] Police. The [Director] Chief of [public safety] Police
may require the applicant to state the highways through which, and the
hours within which, the parade is to pass and such other information as
he may prescribe. It shall be the duty of the [Director] Chief of [public
safety] Police to consider such applications promptly and to grant or
refuse a permit within two weeks after application or at least three days
prior to the date on which it is desired to hold any such parade, whichever
event shall first occur. All such permits shall be issued free of any charge.
Any person or persons holding a parade or participating therein for which
a permit has not been issued shall be guilty of a misdemeanor and upon
conviction thereof, shall be subject to a fine not exceeding twenty-five dol-
lars.
19-11. Wearing fire or police department uniforms, insignia.
It shall be unlawful for any person, unless duly authorized by the
[Director of public safety] Chief of the Respective Fire or Police Depart-
