and to authorize the condemnation thereof in whole or in part when
dangerous or insecure, and to require that such buildings and structures
be made safe or taken down;
To accept gifts and grants of Federal or State funds from the Federal
or State governments or any agency thereof, and to expend the same for
any lawful public purpose, agreeable to the conditions under which the
gifts or grants were made;
To establish and maintain public parks, gardens, playgrounds and
other recreational facilities and programs to promote the health, welfare
and enjoyment of the inhabitants of the Town.
To regulate or prohibit unreasonable ringing of bells, crying of goods
or sounding of whistles and horns;
The enumeration of powers in this section is not to be construed as
limiting the powers of the Town to the several subjects mentioned;
For the purpose of carrying out the powers granted in this subtitle
or elsewhere in this Charter the Mayor and Commissioners may pass all
necessary ordinances. All the powers of the Town shall be exercised in
the manner prescribed by this Charter, or, if the manner be not pre-
scribed, then in such manner as may be prescribed by ordinance. In partic-
ular, the Mayor shall execute all ordinances passed by the Mayor and
Commissioners.

Charter Resolution No. 2
Resolution of The Mayor and Common Council of Westminster
adopted pursuant to the authority of Article HE of the Constitution
of Maryland and Section 13 of Article 23A of the Annotated Code of
Maryland to amend the Charter of The Mayor and Common Council
of Westminster as set forth in Sections 737-796 of the Code of Public
Local Laws of Carroll County (Everstine, 1965), by repealing and
reenacting with amendments, Section 739 thereof providing for four
year terms for the Mayor and members of the Common Council of
Westminster; providing for the election of the mayor and members
of the Common Council of Westminster; and providing for the terms
of the present members of the Mayor and Common Council of West-
minster; and relating generally to the offices of mayor and member
of the Common Council of Westminster.
Section 1. BE IT RESOLVED by The Mayor and Common Council
of Westminster that the Charter of said municipal corporation, as set
forth in Sections 737-796 of the Code of Public Local Laws of Carroll
