1736                            JOINT RESOLUTIONS

Governor Harry W. Nice, William S. Gordy, Jr., Comptroller, and
Hooper S. Miles, Treasurer. Subsequently, in 1949, Mr. Davis was
reappointed a member of the Maryland Unemployment Board by
Governor William Preston Lane, Jr. He was reappointed to this posi-
tion as Chairman in 1943 and 1949 by Governors Herbert R. O'Conor
and William Preston Lane, Jr., respectively.

At the request of Governor William Preston Lane, Jr., in April
1949, Mr. Davis accepted the appointment as the Commissioner of
Personnel. Governors Theodore R. McKeldin and J. Millard Tawes
reappointed Mr. Davis as Commissioner of Personnel in 1955 and
1961, respectively. Mr. Davis remained as Commissioner of Personnel
under the administration of former Governor Spiro T. Agnew and
at Mr. Agnew's request, served as Commissioner of Personnel until
January 1, 1969.

As State Commissioner of Personnel, Mr. Davis has had the
responsibility of administering the classified system of State em-
ployees under the Merit System, and under his direction and leader-
ship, notable progress has been made on behalf of both the State
and its employees. Mr. Davis has been unusually aware of the prob-
lems of the State employees and he has worked hard and vigorously
to promote a climate conducive to understanding and harmonious
relationships.

Mr. Davis' greatest contribution to the State of Maryland has been
the exceptional quality of integrity which he has continuously dis-
played in his capacity as a public official and his insistence that this
quality of integrity be maintained by all members of his department.
The high esteem with which Mr. Davis is held by the officials of this
State, the citizens of Maryland, and the employees of this State is
an excellent indication that his integrity and ability are well recog-
nized and appreciated.

Russell S. Davis is a gentleman and one of the finest of all out-
standing citizens in the State of Maryland. His courtesy, considera-
tion and abilities have won him a secure place in the esteem and
affection of the State of Maryland; now, therefore, be it

Resolved by the General Assembly of Maryland, That the sincere
congratulations of every member of the General Assembly are
extended to Mr. Russell S. Davis on the occasion of his leaving public
service as State Commissioner of Personnel; and be it further

Resolved, That the Secretary of State is directed to send copies
of this Resolution to Mr. Russell S. Davis.
