contracts or agreements with any Federal, State, County or mu-
nicipal authority, board, agency or commission, or the District of
Columbia, with respect to or concerning the matters listed in Sub-
section (a), not inconsistent with such subsection (a), when such
agreement or contract is necessary, advisable or expedient in con-
nection with the construction, maintenance and operation of the
Commission's water supply, sanitary sewerage or drainage systems.
Nothing in Subsection (a), nor elsewhere in this Section, shall im-
pair the existing rights of the State Roads Commission with respect
to utilization by the Washington Suburban Sanitary Commission or
any utility of the highways of the State system or those highways
being constructed as part of the State system, including such roads
being constructed wholly or in part with federal funds.

(c) Enforcement by injunction. Upon application of the Wash-
ington Suburban Sanitary Commission, or Montgomery County,
Maryland, verified by oath or affirmation of a member or employee
thereof, the circuit court of any county, sitting in equity, may, by
injunction, enforce the compliance with, or restrain the violation of,
any order or notice, or rule or regulation, made pursuant to the pro-
visions of this Section, or restrain the violation or attempted violation
of any of the provisions of this Section, or require the compliance
with any of the provisions of this Section by any person, firm or
corporation. The court shall not require the posting of a bond by
Montgomery County or the Commission.

SEC. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

(House Bill 1067)

AN ACT to repeal and re-enact, with amendments, Section 69 of
Article 77 of the Annotated Code of Maryland (1965 Replacement
Volume and 1968 Supplement), title "Public Education", subtitle
"Chapter 5. County Board of Education," to provide that the
Prince George's Board of County Commissioners may SHALL
appoint an auditor of their own selection to audit the books and
accounts of the County Superintendent of Schools and of the County
Board of Education.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 69 of Article 77 of the Annotated Code of Maryland
(1965 Replacement Volume and 1968 Supplement), title "Public
Education," subtitle "Chapter 5. County Board of Education," be
and it is hereby repealed and re-enacted with amendments, to read
as follows:

69.

Each county board of education shall hereafter provide for at
least an annual audit of its business and financial transactions and
of the accounts to its treasurer by an accountant or accountants
