the Board of Fire and Rescue Commissioners deems surplus to the
needs of the various fire departments.

120 119.

The Charles County Volunteer Firemen's Association shall, at
least once each calendar year, conduct an inspection by a duly
appointed committee of said Association to ascertain whether each
and every Department's equipment and apparatus complies with the
standards of said Association and the said Association shall, on or
before the first day of December of each year, submit a report in
writing to the County Commissioners and the Board of Fire and
Rescue Commissioners
stating whether each Department above
listed does or does not meet the standards of said Association. Each
non-compliance with the standards shall be documented by the
Charles County Volunteer Firemen's Association.

121    120.

Each of the respective Departments receiving benefits under
Sections 117, AND 118, 118A and 119 of this Article shall, on or be-
fore the 15th day of [February] August of each year, submit to the
Board of Fire and Rescue Commissioners of Charles County a
financial report showing its receipts and disbursements of same for
the previous [calendar] fiscal year. [In the event any of the above
Departments maintains its books on a fiscal year basis, then said
financial report shall be submitted within thirty (30) days from
the end of its fiscal year.]

433 121.

In the event any one of the Fire Departments in Charles County
ceases to be an active fire-fighting organization, or if the funds
provided for herein are not used for the purposes set forth in Sec-
tions 117 [(e) and 119], AND 118 and 118A of this Article [then]
the County Commissioners [of Charles County] shall cease paying
to that Department such funds, and the same shall be held [by the
County Commissioners and distributed proportionately among the
Department assuming coverage of that area.] and distributed as
necessary on the recommendations of the Board of Fire and Rescue
Commissioners to those Departments assuming coverage of that
area. Providing further that the beneficial assets of said fire depart-
ment shall become the property of Charles County and that the
County Commissioners may at their discretion assume some or all of
the liabilities of such organization. The County Commissioners may
on the recommendation of the Charles County Volunteer Firemen's
Association give such assets and/or liabilities to those fire depart-
ments assuming coverage of the area or to any other department
active in Charles County.

123    122.

In the event any one of the Fire Departments in Charles County
fails to comply with the standards of the Charles County Volunteer
Firemen's Association, then the funds [allocated to said Depart-
ment by the Board shall] proportionate to the non-compliance of the
standard's may
be withheld by the County Commissioner
