and taxation to meet the amount provided in the said estimates,
there shall be a pro-rata abatement of all appropriations except for
the payment of the State taxes and the principal and interest of the
county debt, and in case of any surplus arising in any fiscal year,
by reason of excess of income received from the estimated revenue
over the expenditures for such years, the said surplus shall be
passed by the Board of County Commissioners to a fund which shall
be a part of the revenue for the ensuing fiscal year.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 16
(House Bill 268)

AN ACT to repeal and re-enact, with amendments, Section 179 of
Article 2B of the Annotated Code of Maryland (1968 Replace-
ment Volume), title "Alcoholic Beverages," subtitle "Consumers,"
removing the requirement for all licensees in Dorchester County
to post at least four conspicuous notices in their places of business
with the following words: unlawful to drink or expose liquor upon
these premises.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 179 of Article 2B of the Annotated Code of Maryland
(1968 Replacement Volume), title "Alcoholic Beverages," subtitle
"Consumers," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

179.

In Dorchester County it shall be unlawful for any person to display
or drink in any bar, restaurant, tavern or any other licensed place,
any alcoholic beverages other than that which may be lawfully sold
by the licensee therein. Any person who drinks or displays any such
beverage in violation of the provisions hereof, shall be deemed guilty
of a misdemeanor and, upon conviction thereof, shall be fined not
less than five dollars ($5.00), nor more than twenty-five dollars
($25.00). [And all licensees of hotels, restaurants and taverns are
hereby required to post at least four conspicuous notices in their
places of business with the following words: Unlawful to drink or
expose liquor upon these premises.]

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.
