(5) Enforcement of planning, zoning and subdivision regulations;

provided that the exemption shall not exceed twenty (20) percent

of the assessment rate applicable to unincorporated areas in Cecil

County. The County Commissioners shall base the amount of the

exemption on the extent to which the incorporated town provides
the services required by this Section.

IN ESTABLISHING THE PROPERTY TAX RATE ON THE
ASSESSABLE PROPERTY WITHIN ONE OR MORE OF THE
INCORPORATED TOWNS OF CECIL COUNTY THE BOARD OF
COUNTY COMMISSIONERS SHALL TAKE INTO ACCOUNT
WHICH OF THE ABOVE SERVICES THE TOWN PERFORMS
IN LIEU OF A SIMILAR COUNTY SERVICE AND TO THE
EXTENT THAT THE SIMILAR COUNTY SERVICE IS
FUNDED THROUGH PROPERTY TAX REVENUE THE
COUNTY PROPERTY TAX ON THE ASSESSABLE
PROPERTY LOCATED WITHIN THE TOWN SHALL BE
DECREASED. THE COUNTY PROPERTY TAX NEED NOT BE
UNIFORM AMONG ALL TOWNS IN CECIL COUNTY AND IN
NO INSTANCE SHALL THE COUNTY PROPERTY TAX RATE
ON ASSESSABLE PROPERTY WITHIN A TOWN BE MORE
THAN THIRTY CENTS (30¢) LESS THAN THE COUNTY PROP-
ERTY TAX RATE ON ASSESSABLE PROPERTY OUTSIDE THE
TOWNS.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

(House Bill 883)

AN ACT relating to the Washington Suburban Sanitary District, to
repeal and re-enact, with amendments, Section 83-96 of the Code
of Public Local Laws of Prince George's County (1963 Edition),
and Section 71-45 of the Montgomery County Code (1965 Edition),
being Articles 17 and 16, respectively, of the Code of Public Local
Laws of Maryland, titles "Prince George's County" and "Mont-
gomery County," subtitle "Washington Suburban Sanitary Dis-
trict," as those sections were last repealed and re-enacted, with
amendments, by Chapter 194 of the Acts of 1967, to establish
procedures for the preparation by the Washington Suburban Sani-
tary Commission of a six-year capital improvements program with
respect to water and sewerage facilities, specifying the informa-
tion and schedules to be included in the Commission's programs
and the procedures for consideration thereof, and action thereon,
by the governing bodies of the two counties in the Washington
