such projects, including the power to improve, extend, reconstruct,
add to, enlarge, equip, furnish, maintain and operate, all in such

manner as the authority may deem expedient or desirable. THE
AUTHORITY SHALL HAVE THE RIGHT WITHOUT COUNCIL
APPROVAL TO MAKE MINOR IMPROVEMENTS OR EXTEN-
SIONS OF PROJECTS PREVIOUSLY ESTABLISHED OR
UNDERTAKEN BY THE AUTHORITY.

In the absence of a rejection by the council of a proposed project,
submitted by the authority as above provided or, upon the expiration
of the sixty day period without action by the council, the authority
may proceed with the project.

Sec. 2. Be it further enacted by the General Assembly of Mary-
land,
That this Act shall take effect on July 1, 1969.

(House Bill 727)

AN ACT to repeal and re-enact, with amendments, Section 1(16)
of Chapter 780 of the Laws of Maryland, 1959, as amended, being
also Section 70-21, of the Montgomery County Code (1965 Edi-
tion), title "Maryland-National Capital Park and Planning Com-
mission," and Section 59-17 of the Code of Public Local Laws of
Prince George's County (1963 Edition and 1967 Supplement), title
"Park and Planning Commission," to add a new subsection (b),
title "Six-year Programs.", to establish procedures for the submis-
sion by the Commission to the respective county governing bodies
for their review and approval of six-year capital improvement
programs.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 1(16), of Chapter 780 of the Laws of Maryland, 1959,
as amended, be and is hereby repealed and re-enacted, with amend-
ments, to read as follows:

16. Budgetary procedures.
(a) Budgets.

None of the provisions of any public general law governing the
preparation and filing of budgets by agencies of the State of Mary-
land shall be applicable to the budgetary procedure of the commis-
sion. The budget programs and procedures heretofore followed by
the commission are ratified and confirmed and approved for use by
the commission hereafter, together with such improvements therein
as, in the discretion of the commission, shall be deemed necessary or
appropriate in the public interest. The commission is expressly
directed to hold two public hearings on the budget proposed to be
adopted by it for its fiscal year beginning July 1 of each year. The
hearings shall be held prior to May 15, 1966, on the budget for fiscal
year commencing July 1, 1966, one to be in Prince George's County
and one in Montgomery County. For all subsequent fiscal years, the
