foul pigpen, an improperly functioning sewage system, an unkept
junk yard [either] (commercial or private), any excessive accumu-
lation of trash (combustible or noncombustible), [any excessive
accumulation of] or garbage, [any] dead animals, a contaminated
or inadequately protected water supply or a rat harborage [.];
[Maintenance of a nuisance shall also include] the maintenance of
such poor housekeeping within any building (commercial or resi-
dential) that the health of the owner, [any] occupants, employees
or neighbors [is or can] may be endangered [.]; or [Nuisance
shall further include] the maintenance of any [such] condition
which [does or could] may endanger [the] health [of humans]
through the spreading of [such nuisance] the condition by streams,
surface drainage, air currents, winged life, domestic animals,
[humans] persons or any other means. The examples given in this
subsection are not intended to be exclusive or to delimit the type of
condition prescribed by this section.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 675
(House Bill 611)

AN ACT to add new Section 45A to Article 77 of the Annotated Code
of Maryland (1965 Replacement Volume), title "Public Educa-
tion," subtitle "State Superintendent of Schools," to follow imme-
diately after Section 45 of said article and subtitle, providing for
reciprocal procedures for the transfer of professional personnel
from local school systems to the State Department of Education.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 45A be and it is hereby added to Article 77 of the
Annotated Code of Maryland (1965 Replacement Volume), title
"Public Education," subtitle "State Superintendent of Schools," to
follow immediately after Section 45 of said article and subtitle and
to read as follows:

45A.

All professional personnel who shall have been formerly employed
by local school systems and by the public library systems and who
shall be appointed to comparable job classifications in the State
Department of Education shall be given credit as employees of the
State Department of Education for the years of service rendered as
employees of the local school systems from which they shall have
transferred, for the purposes of establishing compensation rates and
the basic rates for vacation and sick leave credit earnings.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.
