SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 290 of the Code of Public Local Laws of Baltimore City
(1949 Edition, being Article 4 of the Code of Public Local Laws of
Maryland), title "Baltimore City," subtitle "Register of Wills," be
and it is hereby repealed and re-enacted, with amendments, to read
as follows:

290.

The Register of Wills of Baltimore City shall appoint [five
appraisers] a number of appraisers as approved from time to time by
the State Comptroller,
for his full term of office, unless their places
shall become vacant by removal from cause, death, resignation or
otherwise. The said appraisers shall appraise the goods, chattels and
personal estates of all decedents under administration in the Or-
phans' Court of Baltimore City; and shall in each case make the
charges therefor now allowed by law and certify the same to the
Register of Wills; they shall receive [an annual salary of Three
Thousand ($3,000.00) Dollars each,] such annual salary respectively
as may be established by the State Comptroller from time to time,
to be paid by said Register out of the fees of the office. The said
Register shall keep an accurate account of all monies received for
such appraisements, and shall account for and pay the same into
the State Treasury, as he is now required by law to account for and
pay other monies for which he is accountable to the State.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

AN ACT to repeal and re-enact, with amendments, Section 19 (a) of
Article 81 of the Annotated Code of Maryland (1968 Supple-
ment), TITLE, "REVENUE AND TAXES," SUB-TITLE
"METHOD OF ASSESSMENT," providing that real property
assessments in Baltimore County may be increased after the date
of finality if the market value of the property increases after this
date and generally related to increasing real property assessments
after the date of finality.
PROVIDING THAT LAND MAY BE
REASSESSED AS OF THE SEMI-ANNUAL DATE OF
FINALITY UNDER CERTAIN CONDITIONS.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 19 (a) of Article 81 of the Annotated Code of Maryland
(1968 Supplement), title "Revenue and Taxes," subtitle "Method of
Assessment," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

(a) In valuing and assessing real estate, the land itself and the
buildings or other improvements thereon shall be valued and as-
