tion offices shall, except in the case of death, be placed on the ballot.

years when elections shall be held for three members to the County
Board of Education at-large, whose names are placed on the ballot
as candidates for election to the County Board of Education at-large
who receive the largest number of votes at said election, shall be
declared elected for the respective Board of Education offices. All
voting for the County Board of Education members, either in a
primary election or in a general election, shall be conducted on a non-
partisan basis and on a general county-wide ticket; no designation of
party affiliation shall be placed upon any petition for nomination,
nor upon any voting machine or paper ballot used at any said primary
or general election.
Sec. 2. And be it further enacted, That this Act shall take
effect July 1,1969.

(House Bill 221)
AN ACT relating to the Washington Suburban Sanitary District
and to Chapter 195 of the Acts of 1967, which authorized storm
drainage bonds of the District, to add new Section 4A to Chapter
195 of the Acts of 1967, to follow immediately after Section 4 of
that Act, to provide that on and after June 30, 1968 bonds
which are issued thereunder as a separate Montgomery County
series shall be issued solely for storm water or surface drainage
systems and needs in that portion of the City of Takoma Park
lying in Montgomery County, and to provide that this Act does not
affect the applicability of Chapter 629 of the Acts of 1968 to any
bonds issued hereafter under Chapter 195 of the Acts of 1967.
Section 1. Be it enacted by the General Assembly of Maryland,
That Chapter 195 of the Acts of 1967 be and it is hereby amended
by the addition of new Section 4A, to follow immediately after
Section 4 thereof, to read as follows:
4A.
Notwithstanding any other provisions in this Act, any bonds or
notes constituting a separate Montgomery County series pursuant to
Sec. 2 of this Act which are issued on or after June 30, 1968, by
the Commission shall be issued solely for payment of the cost of
storm water or surface drainage systems and the cost of any engi-
neering or other surveys of storm water or surface drainage system
needs in that portion of the City of Takoma Park lying in Montgom-
