be chosen [as follows: One from each of the five council districts
and two] at-large, and who shall serve as hereinafter provided in
this section, provided, however, that the offices now held by the
members of the Board of Education on June JULY 1, [1957] 1969, are
abolished and the incumbents exercising the functions and duties
thereof on such date shall hold office under the provisions of this
section as interim incumbents of the offices herein provided to serve
for such terms as are hereinafter specified and until their respective
successors shall have been elected and qualified.
The members of said Board shall be elected and hold office as
follows: The members previously elected from the first and third
council districts and the two members previously elected in 1966
and prior thereto at-large shall be elected at-large in November of
[1958] 1970, to take office January DECEMBER 1, [1959] 1971
1970, and shall serve until December 1, [1962] 1974. The members
previously elected in 1964 and prior thereto from the second, fourth
and fifth council districts and in 1968 at-large shall be elected at-large
in November of [1958] 1972, to take office January DECEMBER 1,
[1959] 1973 1972 and shall serve until December 1, [I960] 1976.
[The County Council and the Board of Election Supervisors of
Montgomery County shall provide for the election, in November of
1960, for the said members from the second, fourth and fifth council
districts, respectively, who shall take office December 1, 1960, and
serve for four years.] Thereafter, all the members shall be elected
for terms of four years at the general election to be held immediately
before the expiration of their respective terms.
(b) Nomination—Nomination for membership on the County
Board of Education of Montgomery County, except as otherwise
herein provided, shall be by petition endorsed by a minimum of
[200 voters for the nominees from each council district, respectively,
and] 500 voters of the county [ for the two nominees at-large,
respectively]. Each such petition shall be filed with the Board of
Election Supervisors of Montgomery County not later than midnight
on the Monday which is ten (10) weeks, or seventy (70) days, before
the day on which the primary election for the political parties shall
be held. Each such petition filed shall be accompanied by a $25.00
filing fee. Except as otherwise in this section specified, each such
petition shall conform generally to the laws and requirements of
Article 33 of the Annotated Code of Maryland, provided, however,
that publication of each such petition shall not be required.
(1) If after the expiration of the time allowed for filing of
petitions by this section, there are no more than two nominees for the
County Board of Education [from each council district, respectively,
