cides by aircraft and may require proper repairs or other changes
before its further use for custom application.

Any person who violates any provision of this subtitle shall be
guilty of a misdemeanor and shall be subject to a fine of not more
than one thousand dollars ($1,000) or imprisonment for a period
not exceeding sixty (60) days, or both such fine and imprisonment.
Rules and regulations promulgated by the Board shall have the force
and effect of law. The penalty provided herein shall in no way affect
any civil liability of the person convicted.
Sec. 2. And be it further enacted, That if any provision of this
Act or its application to any person or circumstance is held invalid
by a court of competent jurisdiction, the remaining provisions shall
nevertheless be valid the same as if the portion held invalid had
never been adopted, it being: the intention of the Legislature to enact
the remaining portions of the Act separately and the invalidity of
any part shall not affect the validity of the remainder.
Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1969.

(Senate Bill 289)
AN ACT to add new Sections 589A through 589F, inclusive, to the
Code of Public Local Laws of Allegany County (1963 Edition,
being Article 1 of the Code of Public Local Laws of Maryland),
title "Allegany County," subtitle "Roads," to follow immediately
after Section 589 thereof, relating to the acceptance, maintenance
and construction of public and private roads in Allegany County,
authorizing the collection of benefit assessments on abutting prop-
erties to pay the costs of certain road construction or improve-
ments under certain conditions, providing for liens against prop-
erty for which benefit assessments are unpaid, and relating gen-
erally to the improvement and construction of roads and pro-
cedure involving the levying of benefit assessments in Allegany
County.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 589A through 589F, inclusive, be and they are
hereby added to the Code of Public Local Laws of Allegany County
(1963 Edition, being Article 1 of the Code of Public Local Laws of
Maryland), title "Allegany County," subtitle "Roads," to follow
immediately after Section 589 thereof, and to read as follows:

The County Commissioners of Allegany County are hereby au-
thorized to construct and improve roads and drainage incident to
said construction or improvement on or along private roads, after the
