member of said Commission shall become pecuniarily interested in
any contract for work done or material provided in connection with
any of the work of said Commission. The Commission may, from
time to time, adopt such bylaws and rules of procedure for the con-
duct of its business as it may deem necessary, and it is authorized
to establish such departments within the Commission as it deems
necessary to perform properly the objectives and duties of said
Commission. It shall annually compile and publish maps and statis-
tics relating to the public roads of the State and showing the progress
and status of the work done or entered upon by it and separately
for the several counties. All maps, plans and statistics made, col-
lected and compiled under its direction shall be preserved in its
office and shall be open to the inspection of any taxpayer of the
State. All contracts, agreements, grants, licenses, made or entered
into by the Commission shall be recorded in books kept for that
purpose, which shall always be open to the inspection of the public.

Sec. 4. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 586
(Senate Bill 172)

AN ACT to repeal and re-enact, with amendments, Section 120 of
Article 52 of the Annotated Code of Maryland (1968 Supplement),
title "Justices of the Peace," subtitle "Trial Magistrates System,"
providing that the amount of bond required of Justices of the
Peace, Judges CLERKS of the several People's Courts, trial mag-
istrates, substitute magistrates and judicial officers of any court of
limited jurisdiction and all their clerks be determined and fixed
by the Maryland State Employees' Surety Bond Committee in rela-
tion to the amount of fines, forfeitures, penalties, and costs imposed
and collected or received by them and collateral posted with them
individually in cases involving violations of State laws where the
amounts collected therein are accountable to the State, and to
correct an error therein.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 120 of Article 52 of the Annotated Code of Maryland
(1968 Supplement), title "Justices of the Peace," subtitle "Trial
Magistrates System," be and it is hereby repealed, and re-enacted,
with amendments, to read as follows:

120.

Every trial magistrate, and judge and substitute judge of the
people's court of Anne Arundel, Cecil, Dorchester, Montgomery and
Prince George's counties, before entering upon his official duties,
shall give to the State of Maryland and file with the clerk of the
circuit court for the county, a good and sufficient bond, with cor-
porate security to be approved by the county commissioners or
