Each vessel, its tackle, apparel and furniture and the master,
shipowner, charterers, or ship's husband thereof shall be jointly
and severally liable for the compensation of any pilot employed
thereon, notwithstanding any other contractual arrangement be-
tween the master, shipowner, charterers, ship's husband or third
parties, and such pilot shall have a lien upon such vessel, her tackle,
apparel and furniture for such compensation, together with reason-
able attorney fees, which may be enforced before any court of com-
petent jurisdiction.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

AN ACT to repeal Section 14 of Article 74 of the Annotated Code of
Maryland (1967 Replacement Volume and 1968 Supplement), title
"Pilots," and to enact new Section 14 in lieu thereof, to stand
in the place of the section repealed, to provide that Board of
Examiners of Maryland Pilots be authorized to make rates, pilot-
age fees, and charges, and other matters relating thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 14 of Article 74 of the Annotated Code of Maryland
(1967 Replacement Volume and 1968 Supplement), title "Pilots," be
and it is hereby repealed and that new Section 14, be and it is hereby
enacted in lieu thereof, to stand in the place of the section repealed
and to read as follows:

The Board of Examiners of Maryland Pilots is authorized and
directed to establish, at just and reasonable rates, pilotage fees
and charges, and no pilot shall demand or receive any greater, lesser
or different compensation for rendering pilotage service than the
rates established by the Board of Examiners of Maryland Pilots pur-
suant to this section.
Before the Board of Examiners of Maryland Pilots shall estab-
lish or prescribe any such pilotage fees or charges, it shall hold a
public hearing after giving due notice of the time and place; and,
for determining just and reasonable fees and charges, the Board of
Examiners of Maryland Pilots shall give consideration to the follow-
ing:
(a) Draft, dimensions and tonnage of the vessel piloted.
(b) Difficulty and inconvenience of the particular service and
the skill required to render such service.
(c) The time required to render pilotage service at other United
States ports and the fees and charges for such service.
