(House Bill 11)

AN ACT to add new Section 4A-2(c-l) to Article 33 of the An-
notated Code of Maryland (1957 Edition and 1968 Supplement),
title "Election Code," subtitle "Certificate of Candidacy," to follow
immediately after Section 4A-2(c) thereof; to repeal and re-enact,
with amendments, Section 4A-6(a) of the same article, title and
subtitle; to repeal and re-enact, with amendments, Section 4A-6(b)
of the same article, title and subtitle; to add new Section 4A-8(d)
to the same article, title and subtitle to follow immediately after
Section 4A-8(c) thereof; to repeal and re-enact, with amendments,
Section 5-1 of the same article and title, subtitle "Primary Elec-
tions"; to repeal and re-enact, with amendments, Section 5-2 (a)
of the same article, title and subtitle; to repeal the subtitle "Presi-
dential Conventions," comprising Sections 12-1 and 12-2 and to
enact a new subtitle "Presidential Primaries and Conventions,"
COMPRISING SECTIONS 12-1, 12-2 AND 12-3 in lieu thereof,
providing for presidential primary elections, changing the date
for holding primary elections, and setting forth the procedures
to be followed in such elections and other matters generally related
thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 4A-2(c-l) be and it is hereby added to Article 33
of the Annotated Code of Maryland (1957 Edition and 1968 Supple-
ment), title "Election Code," subtitle "Certificate of Candidacy," to
follow immediately after Section 4A-2(c) thereof; that Section
4A-6(a) of the same article, title and subtitle be and it is hereby
repealed and re-enacted, with amendments; and that Section 4A-
6(b) of the same article, title and subtitle be and it is hereby re-
pealed and re-enacted, with amendments; that new Section 4A-8(d)
be and it is hereby added to the same article, title and subtitle, to
follow immediately after Section 4A-8(c) thereof; and that Sec-
tion 5-1 of the same article and title, subtitle "Primary Elections,"
be and it is hereby repealed and re-enacted, with amendments;
and that Section 5-2(a) of the same article, title and subtitle
be and it is hereby repealed and re-enacted, with amendments; that
the subtitle "Presidential Conventions," comprising Sections 12-1
and 12-2 be and it is hereby repealed and new subtitle "Presidential
Primaries and Conventions," COMPRISING SECTIONS 12-1, 12-2
AND 12-3 be and it is hereby enacted in lieu thereof, to stand in the
place of the subtitle so repealed, and all to read as follows:

(c-1) Certificates of candidacy shall be filed under oath with the
Secretary of State for candidates for election as delegates to a
national convention.

(a) Each candidate for nomination to public office at a primary
election shall pay the sum of twenty-five dollars ($25) for the
