AN ACT to add new Sections 96 to 108 107, inclusive, to Article 100 of
the Annotated Code of Maryland (1964 Replacement Volume and
1968 Supplement), title "Work, Labor and Employment," said
new sections to follow immediately after Section 95 thereof, and
to be under the new subtitle "Contracts for Public Works," and to
repeal Section 25 of Article 89B of the said Code (1968 Supple-
ment), title "State Roads," subtitle "In General," to provide for
the establishment and operation of certain hourly wage rates
applicable to contracts and subcontracts for public works with the
State or any agency thereof and with certain political subdivisions
of the State; providing for the operations, powers, and duties of
the Department of Labor and Industry in relation thereto; estab-
lishing and providing for certain standards for hours of work,
rates of pay, and ratios of employment for certain workmen and
apprentices; providing for an Advisory Council on Prevailing
Wage Rates and for its functions and operations; and relating
generally to the hours of labor, rates of pay, conditions of employ-
ment, requirements of employers, and the powers and duties of
certain public officials under certain contracts and subcontracts
for public works in this State.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 96 to 108 107, inclusive, be and they are hereby
added to Article 100 of the Annotated Code of Maryland (1964 Re-
placement Volume and 1968 Supplement), title "Work, Labor and Em-
ployment," said new sections to follow immediately after Section 95
thereof, and to be under the new subtitle "Contracts for Public
Works," and to read as follows:

Contracts For Public Works
96.

(a)    As used in this subtitle, unless the context indicates other-
wise, the words in this subtitle have the meanings given them.

(b)    "Construction" includes all construction, reconstruction, im-
provement, enlargement, alteration AND, painting and decorating,
maintenance, or repair.

(c)    "Public works" includes all buildings, bridges, roads, streets,
alleys, ditches, sewage disposal plants, water works, and all other
structures or works, constructed for public use or benefit or paid for
wholly or in part out of public funds, except work done by any public
utility company pursuant to order of the Public Service Commission
or other public authority, whether or not done under public super-
vision or direction or paid for wholly or in part out of public funds,
unless let to contract PROVIDED, HOWEVER, THAT FOR THE
PURPOSES OF THIS SUBTITLE CONTRACTS OF LESS THAN
$500,000 SHALL BE
