Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 499
(House Bill 549)
AN ACT to enact to waive the provisions of Section 10 of Chapter
759 of the Acts of 1967, said section relating to the time by which
projects contained in the General Construction Loan of 1967 must
be placed under contract, insofar as the provisions of said section
relate to an item contained in said Act for the Department of
Juvenile Services for the first stage of construction of a two
hundred (200) bed school for older boys; and to extend for two
(2) years a period during which said item may be placed under
construction.
Section 1. Be it enacted by the General Assembly of Maryland,
That the provisions of Section 10 of Chapter 759 of the Acts of 1967
be and they are hereby waived insofar as they impose a time for
placing under construction an item in Section 5(H) (1) in said Chap-
ter 759 of the Acts of 1967 making available to the State Department
of Juvenile Services the sum of Two Million Dollars ($2,000,000)
for the first stage of construction of a two hundred (200) bed school
for older boys. There shall be allowed an additional period of two (2)
years beginning on the effective date of this Act for placing this
project under construction. If this project shall not have been placed
under construction within a period of two (2) years beginning on
the effective date of this Act, then it shall be determined to have been
abandoned and the other provisions of Section 10, Chapter 759 of
the Acts of 1967 shall be fully effective as to this project.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of all the members elected
to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.
