($1,000.00) per child toward the cost of such programs. This sum
shall be supplemental to that budgeted for educational programs by
the Department of Mental Hygiene and shall be determined by the
number of children enrolled as of January 15 of the legislative year.
The amount per CAPPED CHILD IN ITS CUSTODY. THE
AMOUNT PER child shall be included AND IDENTIFIED in the
supplemental budget of the Department of Mental Hygiene as sub-
mitted to the General Assembly by the Governor and subject to the
power of the General Assembly with respect to budget appropria-
tions.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

(Senate Bill 742)
AN ACT to repeal and re-enact, with amendments, Section 44 (a) of
Article 66 of the Annotated Code of Maryland (1968 Replacement
Volume), title "Mortgages," subtitle "Secondary Mortgage Loan
Law," to increase the license and application fees and provide for
licenses issued after June 30 to secondary mortgage licensees
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 44 (a) of Article 66 of the Annotated Code of Mary-
land (1968 Replacement Volume), title "Mortgages," subtitle "Sec-
ondary Mortgage Loan Law," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
44.
(a) Every applicant shall pay to the Commissioner at the time of
making an application the sum of [two hundred dollars ($200.00)]
three hundred dollars ($800.00) as an annual license fee, and the
additional sum of [fifty dollars ($50.00)] one hundred dollars
($100.00) for an investigation fee [.]; provided that if the license
is granted after June 30 in any year, the license fee shall be one
hundred fifty dollars ($150.00) for the remainder of the current
calendar year. No refund shall be made on any license fee if the
license is issued for less than one year, nor if the license is sur-
rendered, cancelled or revoked prior to its expiration, nor shall the
investigation fee be refunded if the application is refused. Every
license shall be valid for the year in which it is issued and shall
expire on December 31 of each year.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.
