AN ACT to repeal and re-enact, with amendments, Sections 151 and
155 (n) to Article 2B of the Annotated Code of Maryland (1968
Replacement Volume and 1968 Supplement), title "Alcoholic Bev-
erages," subtitle "Boards of License Commissioners," to add new
Section 158 (n) to said Code, Article and subtitle, to follow imme-
diately after Section 158 (m) thereof; and to repeal and re-enact,
with amendments, Sections 175 (d) and (e) (4) (ii) of said Code
and Article, subtitle "Appeals," respectively constituting the
County Council of Howard County as the Board of license Com-
missioners; providing compensation for said Board; providing for
the employment of alcoholic beverage inspectors for Howard
County, and their duties and compensation; providing for costs
of appeals in Howard County; authorizing the Circuit Court for
Howard County to remand proceedings to the Board of License
Commissioners; and matters generally related thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 151 and 155 (n) of Article 2B of the Annotated Code
of Maryland (1968 Replacement Volume and 1968 Supplement), title
"Alcoholic Beverages," subtitle "Boards of License Commissioners,"
be and they are hereby repealed and re-enacted, with amendments,
and that new Section 158 (n) be and it is hereby added to said Code,
Article and subtitle, to follow immediately after Section 158 (m)
thereof; and that Sections 175 (d) and (e) (4) (ii) of said Code and
Article, subtitle "Appeals," be and they are hereby repealed and
re-enacted, with amendments, and all to read as follows:

The respective boards of county commissioners shall ex officio con-
stitute the boards of license commissioners in Cecil, Dorchester,
[Howard,] Kent and Worcester counties. In Howard County, the
County Council shall ex officio constitute the Board of License Com-
missioners.
155.
(n) In Howard County, the chairman shall receive three hundred
dollars ($300.00), and each of the other members of the ([Board of
County Commissioners] County Council shall receive, in addition to
their present salaries, the sum of two hundred dollars ($200.00) per
annum for their services in acting as members of the board of license
commissioners.
158.
(n) (1) The board of license commissioners of Howard County
may employ such inspectors as may be necessary at such compensa-
tion as the county council may by budget provide. The inspectors of
Howard County shall be known as "alcoholic beverage inspectors for
Howard County," and they shall each have all the powers of a peace
officer or a constable or sheriff of the State of Maryland, and shall
make oath to faithfully perform the duties entrusted to them, as
provided in Article 1, Section 6 of the Constitution of the State of
