be and it is hereby repealed and re-enacted, with amendments, to
read as follows:

The positions of all librarians, research analysts, clerks, secre-
taries, stenographers, and similar occupations in the State Depart-
ment of Legislative Reference and the positions of all stenographers,
secretaries, clerks, and similar positions in the [Fiscal Research
Bureau] Department of Fiscal Services are part of the classified
service, notwithstanding any provisions in Section 3 of this Article
or elsewhere.
Sec. 5. And be it further enacted, That Section 426 of Article
66½ of the said Code (1967 Replacement Volume), title "Motor
Vehicles," subtitle "Vehicle Equipment Safety Compact," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:
426.
Pursuant to Article VI (e) of the compact, the [State] Legislative
Auditor is hereby empowered and authorized to inspect the accounts
of the Vehicle Equipment Safety Commission.
Sec. 6. And be it further enacted, That Section 249 (e) (3) of
Article 77 of the said Code (1965 Replacement Volume), title "Public
Education," subtitle "Chapter 26. University of Maryland," be and
it is hereby repealed and re-enacted, with amendments, to read as
follows:
249.
(e) (3) The [State] Legislative Auditor shall annually audit all
expenditures and accounts of the University, and report to the legis-
lature about same.
Sec. 7. And be it further enacted, That Section 17 of Article 95
of the said Code (1968 Supplement), title "Treasurer," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:
17.
The Treasurer of the State shall count, examine, and record all
State of Maryland bonds and coupons that have been or may here-
after be redeemed and paid by the State fiscal agent and returned
by him to the treasury. Biennially the Comptroller and the Treasurer,
or their deputies, shall after verification by the [State] Legislative
Auditor, and in the presence of the [State] Legislative Auditor or
his assistants, cremate or burn all of said bonds and coupons which
have been returned up to the close of the last preceding fiscal year.
The Treasurer of the State may, at his discretion, require the State
fiscal agent to render an accounting of all State of Maryland bonds
and coupons redeemed and paid by him, certifying that such bonds
and coupons were cremated. Appropriate cremation certificates, at-
tested to by the State fiscal agent or by the State Treasurer, the State
Comptroller, and the [State] Legislative Auditor, showing the
amount of bonds and coupons so destroyed, shall be entered on the
records of the State Treasurer, and copies shall be filed with the
presiding officers of the two houses of the General Assembly.
