AN ACT to repeal and re-enact, with amendments, Section 17 of
Article 88A of the Annotated Code of Maryland (1964 Replace-
ment Volume), title "State Department of Public Welfare,"
SOCIAL SERVICES," subtitle "In General," to provide that per-
sons who are able to work and refuse to work when offered em-
ployment are not qualified to receive public assistance or relief.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 17 of Article 88A of the Annotated Code of Maryland
(1964 Replacement Volume), title "State Department of Public
Welfare," SOCIAL SERVICES," subtitle "In General," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:
17.
No public authority or agency of this State, or of any political
subdivision thereof, shall grant direct public assistance or relief to
any able-bodied person who is DEEMED APPROPRIATE FOR
EMPLOYMENT AND IS able to work and refuses to SUITABLE
work when offered employment through any State or local govern-
ing authority ,[, unless such person has been a resident of the State
for two years; provided, however, that in case of emergency public
assistance or relief may be paid for not exceeding thirty days, pro-
vided, further, that nothing in this section shall apply to the follow-
ing persons: Registered voters of this State and veterans of World
Wars I and 11]. Provided, however, that the provisions of this section
shall be effective only to the extent that they do not conflict with
federal requirements in connection with money furnished by or
received from the federal government for public assistance.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 440
(Senate Bill 193)
AN ACT to authorize the creation of a State debt in the aggregate
amount of Five Million Dollars ($5,000,000), THREE MILLION
DOLLARS ($3,000,000), the proceeds thereof to be used exclu-
sively for the purpose of financing the construction of public
regional community college buildings and facilities by each of the
counties in this State and the Mayor and City Council of Balti-
more, subject to limitations and conditions; the acquisition of such
real estate or interest in lands as may be necessary in connection
therewith by each of the counties and the Mayor and City Council
of Baltimore; providing generally for the issue and sale of certifi-
cates of indebtedness evidencing such loan.
