trial jurisdiction specially assigned to hear juvenile causes and from
the circuit courts of the counties and from the Criminal Court of
Baltimore City in all criminal cases where the sentence is other
than death, subject in each such case to a further appeal to the
Court of Appeals as provided by Section 21A of Article 5 of this
Code, as amended from time to time. The Court of Special Appeals
shall hold its sessions in the City of Annapolis and at such time
or times as it shall from time to time by rule prescribe. Its session
or sessions shall continue not less than ten months in each year if
the business before it shall so require. The salary of each judge of
the Court of Special Appeals shall be that prescribed in Section 47
(a-1) of this article and shall not be diminished during his continu-
ance in office. Four of the judges shall constitute a quorum, and the
concurrence of a majority of the entire Court shall be necessary for
the decision of any cause. Nothing herein contained shall authorize
the Court to sit in one or more panels or divisions.

Sec. 3 4. And be it further enacted, That new Section 594A be and
it is hereby added to Article 27 of the Annotated Code of Maryland
(1967 Replacement Volume), title "Crimes and Punishments," sub-
title "Procedure," and to read as follows:

594A.

In any case involving a child who has reached his fourteenth
(14th) birthday but has not reached his eighteenth (18th) birthday
at the time of any alleged offense excluded under the provisions of
Section 70-2 (e)
(D) (1) of Article 26, the court exercising jurisdic-
tion may transfer the case to the juvenile court if a waiver is believed
to be in the interests of the child and/or society.

Sec. 4 5. And be it further enacted, That this Act shall take effect
July 1, 1969, except in Baltimore City where it shall become effec-
tive June 1, 1969. This Act shall become effective in Montgomery
County only when Section 72-90 SECTIONS 72 THROUGH 90, in-
clusive, of Article 26, of the Annotated Code of Maryland (1966 Re-
placement Volume and 1968 Supplement), title "Courts," subtitle
"Juvenile Causes in Montgomery County," is repealed.

(Senate Bill 139)

AN ACT to repeal and re-enact, with amendments, Section 19 (b) of
Article 81 of the Annotated Code of Maryland (1965 Replacement
Volume), title "Revenue and Taxes," subtitle "Method of Assess-
ment"; to add new Section 19 (f) to said Article, title, and subtitle
of said Code, to follow immediately after Section 19 (e) thereof;
and to add new Section 256A to said Article and title of said Code

subtitle "Appeals," to follow immediately after Section 256 thereof;
to provide when an agricultural use
assessment shall be applicable,
to provide for a deferred assessment to be applied on certain lands
