(2)  Low pressure steam or vapor heating boilers and, hot water
boilers shall receive a certificate inspection biennially.

(3)  Nuclear vessels within the scope of this Act shall be inspected
and reported in such form and with such appropriate information
as the Chief Boiler Inspector shall designate.

(4) The Board may extend the interval between inspections of
certain power boilers to two years where (a) the boiler has internal
continuous water treatment under the general supervision of a reg-
istered professional engineer having experience in the treatment of
boiler water and (b) the owner or user of such boiler keeps avail-
able for examination by the chief inspector or by any of the deputy
or special inspectors accurate records showing (i) the date and
actual time such boiler is out of service and the reason or reasons
therefor and (ii) such chemical and physical analysis of samples of
the boiler water taken at regular intervals of not more than forty-
eight hours of operation as will adequately show the condition of
such water and any elements or characteristics thereof which are
capable of producing corrosion or other deterioration of the boiler
or its parts.

(5)  A grace period of two months beyond the periods specified in
subdivisions (1), (2), (3) and (4) of this subsection may elapse
between certificate inspections.

(6)   Under the provisions of this Act the Board is responsible to
provide for the safety of life, limb and property and therefore has
jurisdiction over the interpretation and application of the inspection
requirements as provided for in the rules and regulations which it
has formulated. Inspection requirements of operating equipment
shall be in accordance with generally accepted practice and com-
patible with the actual service conditions, such as (i) previous expe-
rience, based on records of performance and maintenance; (ii) loca-
tion, with respect to personnel hazard; (iii) provision for related
safe operation controls; and (iv) interrelation with other operations
outside the scope of this Act.

(c)  The inspections herein required shall be made by the Chief
Boiler Inspector, by a Deputy Boiler Inspector, or by a Special
Inspector provided for by this Act.

(d)  If, at the discretion of the inspector, a hydrostatic test shall
be deemed necessary, it shall be made by the owner or user of the
boiler.

(e)  All boilers, other than cast iron sectional boilers, to be in-
stalled in this State after the twelve-month period from the date
upon which the rules and regulations of the Board shall become
effective shall be inspected during construction or field assembly as
required by the applicable rules and regulations of the Board by an
inspector authorized to inspect boilers in this State or, if con-
structed outside the State, by an inspector holding a commission as
an inspector of boilers for a state that has a standard of examina-
tion substantially equal to that of this State or a commi
