requisite to the construction of any road, building, or structure
by any State, county or municipality within the Watershed; and by
providing for enforcement and penalties for violation.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 411V through 41 IAD be and are hereby added to
Article 66C of the Annotated Code of Maryland (1967 Replacement
Volume), title "Natural Resources," subtitle "Patuxtent River
Watershed," and to follow immediately after Section 411U thereof,
and to be under the new subheading "Sediment and Waste Control,"
and to read as follows:

411V.

Purposes and definition of Patuxent River Watershed.The
General Assembly of the State of Maryland hereby determines and
finds that the Patuxent River is a great natural asset and resource
to the State of Maryland and to the counties through which it runs;
that as a result of poorly treated effluent discharged from sewage
disposal plants and from erosion and silt which is deposited in said
river as a result of construction and development on lands within the
Patuxent River Watershed the said river is being polluted and
despoiled to a degree that fish, marine life and recreational use of the
said river is being adversely affected and curtailed. For the purpose
of this subheading, the Patuxent River Watershed is hereby defined
as that land surface area whose topography is such that any water
falling upon it would drain either directly or indirectly into the
Patuxent River; such land area in the State of Maryland presently
lying entirely within Anne Arundel, Calvert, Charles, Howard, Mont-
gomery, Prince George's and St. Mary's Counties.

Sewage treatment plants.All agencies or persons disposing of
or treating sewage within the Patuxent River Watershed shall antic-
ipate the need for advanced waste treatment and for the removal
of nutrients, in providing land and in planning the construction of
sewage treatment plants, so that effluent from sewage treatment
plants shall be sufficiently treated so as to meet the water quality
standard for bacteriological values, dissolved oxygen, ph, and tem-
perature conditions defined in the water resources commission regu-
lation 4.8 and any amendments thereto.

(a) All future sewage treatment plants located within the
Patuxent River Watershed shall be construed so as to conform with
the above stated standards.

411X.

The owners and operators of any existing or hereafter constructed
sewage disposal plant which does not presently or at any time
hereafter meet the above stated standards shall, within one hundred
and eighty (180) days from the enactment of this Legislation or one
hundred and eighty (180) days' notice of not meeting the above
standards, submit an improved sewage disposal plan to the State
Department of Health for approval. The Department of Health,
