(p) "Director" means the Director of the Bureau of Mines.
(q) "Plan" or "reclamation plan" means the mining and Rec-
lamation Plan.
(r) "Report" "progress report" or "reclamation report" means
the annual mining and Reclamation Report.
(s) "Final report" or "final reclamation report" means the
Mining and Reclamation Final Report.

(a) There is hereby created a standing committee which shall
be known as the Land Reclamation Committee, hereafter referred
to as the "Committee" to be composed of nine members as follows:
The Director of the Maryland Geological Survey, who shall act as
Chairman; the soil conservation district supervisors from Allegany
and Garrett Counties ONE THE CHAIRMAN OF THE SOIL CON-
SERVATION DISTRICT SUPERVISOR FROM SUPERVISORS
OF ALLEGANY COUNTY, AND ONE THE CHAIRMAN OF THE
SOIL CONSERVATION DISTRICT SUPERVISOR FROM SUPER-
VISORS OF GARRETT COUNTY or their designated representa-
tives; two members representing the mining industry, APPOINTED
BY THE GOVERNOR WITH THE ADVICE AND CONSENT OF
THE SENATE FOR THREE YEAR TERMS; one member repre-
senting each THE DIRECTOR OR HIS REPRESENTATIVE
of the following state agencies: The Department of Game and
Inland Fish, The Department of Forests and Parks, The Depart-
ment of Water Resources and the Bureau of Mines. All members
of the Committee except the Chairman shall be appointed by the
Maryland Geological Survey Commission for a three (3) year term.
Vacancies shall be filled by the Commission as in original appoint-
ments. The Committee members shall serve without compensa-
tion, other than reimbursement for travel and actual expenses in-
curred in the performance of their duties under this subheading.
Funds for expenses will be provided for in the budget of the Maryland
Geological Survey. The Committee shall meet at the Chairman's
request, but in no case shall the meetings be held less often than
twice a year. A quorum shall consist of five (5) or more members.
A Majority vote of the full committee shall be necessary to approve
any action.
(b) It is the duty of the Land Reclamation Committee to study,
recommend and approve all procedures for reclamation, conservation
and revegetation of areas affected by open-pit mining within the
State of Maryland. Such measures shall include, but not be re-
stricted to, backfilling and grading, the restoration of plant cover,
the prevention of erosion, the prevention of the creation of acid
water, and any other actions which will be conducive to the con-
servation and best utilization of the natural resources of Maryland.
It shall be the duty of the Committee to review |
