able to the Department, and if the construction does not adversely
affect known water resource projects.
(4) Other projects which conform to water resource develop-
ment plans accepted and adopted by the Department, if the plans
have been subject to public hearing, and if A REVIEW BY THE
DEPARTMENT FINDS NO CHANGED CONDITIONS SINCE the
last public review and comment of the plans occurred within two
(2) years of the date of application. WHICH JUSTIFY ANOTHER
HEARING.

(5) Temporary structures constructed for the purpose of provid-
ing access across streams during construction operations or for the
purpose of trapping sediment or for any other similar purpose, if the
structure meets minimum design standards as established by the
Department and the structure is completely removed, in a manner
acceptable to the Department, within six (6) months after the need
for the structure is terminated.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

(House Bill 630)
AN ACT to repeal and re-enact with amendments, Sections 658, 661
(c), 664, 665(b) and (f) and 666(a) of Article 66C of the An-
notated Code of Maryland (1967 Replacement Volume and 1968
Supplement), title "Natural Resources," subtitle "Mining," sub-
heading "Strip Mining," and to repeal Sections 660, 667 and 674
of the same title, subtitle and subheading and to enact new Sec-
tions 660, 667 and 674 in lieu thereof, to stand in the place of the
sections repealed; and to add new Section 662(b-1) to this same
title, subtitle and subheading, to follow immediately after Section
662(b) thereof; to provide for a Land Reclamation Committee
which shall review and approve reclamation plans, progress re-
ports and final reports and which also shall set revegetation bonds
and which may enter upon open-pit mining operations; and pro-
viding further that the Bureau of Mines shall have additional
authority to suspend strip mining permits; and to provide also for
aid to strip mine operators for reclamation costs; and relating
generally to open-pit mining within this State.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 658, 661(c), 664, 665(b) and (f) and 666(a) of
Article 66C of the Annotated Code of Maryland (1967 Replacement
Volume and 1968 Supplement), title "Natural Resources," subtitle
"Mining," subheading "Strip Mining," be and they are hereby re-
pealed and re-enacted, with amendments; that Sections 660, 667
and 674 of the same title, subtitle and subheading be and they are
hereby repealed and that new Sections 660, 667 and 674 be and they
are enacted in lieu thereof, to stand in the place of the sections re-
