paid in full, there is hereby levied and imposed an annual State tax
on each $100 of assessable property at the rate to be determined in
the following manner: on or before May 1, 1969, and on or before
May 1 in each taxable year thereafter, the Board of Public Works
shall certify to the governing bodies of each of the Counties and
Baltimore City the rate of State tax on each $100 of assessable
property necessary to produce revenues to meet all interest and
principal which will be payable to the close of the next ensuing tax-
able year on all certificates theretofore issued or theretofore author-
ized by resolution of the Board of Public Works to be issued, and
the governing bodies of each of the Counties and Baltimore City
shall forthwith levy and collect such tax at such rate.

All matters committed by this Act to the discretion of the Board
of Public Works shall be determined by a majority of said Board.

SEC. 7. And be it further enacted, That this Act shall take effect
July 1, 1968.

CHAPTER 537
(Senate Bill 314)

AN ACT to add new Sections 89, 90, 91, 92, 93, 94, 95, 96, and 97,
inclusive, to Article 65 of the Annotated Code of Maryland (1964
Replacement Volume), title "Militia," to follow immediately after
Section 88 thereof and to be under the new subtitle "National
Guard Mutual Assistance Compact," providing for the entry of
the State of Maryland into the National Guard Mutual Assistance
Compact; providing for the payment of claims where this State
is liable to states whose National Guard Forces have provided
assistance pursuant to the Compact; providing that Maryland
National Guard Forces shall be deemed in State service and en-
titled to all rights and benefits when engaged pursuant to the
Compact; and providing generally for the mutual assistance by
the National Guard Forces of the member states in domestic
emergencies.

Section 1. Be it enacted by the General Assembly of Maryland,
That nine new sections be and they are hereby added to Article 65
of the Annotated Code of Maryland (1964 Replacement Volume),
title "Militia," said new sections to be known as Sections 89 through
97, inclusive, to follow immediately after Section 88 thereof and to
read as follows:

National Guard Mutual Assistance Compact
89.

The Governor is hereby authorized to enter into a Compact on
behalf of the State of Maryland with such other states that may by
their legislative bodies so authorize a Cow/pact in form substantially
as follows:
