Maryland to the aforesaid retirement system of the amounts re-
quired to meet the current disbursements for such additional pen-
sions.
(4) The additional pensions provided herein shall be provided
for the employees of municipal corporations upon the approval of
the legislative body of any such municipal corporation participating
in the Employees' Retirement System.
(5) Any member of the system who made additional voluntary
contributions under Section 14 (1) (e) of this article may with-
draw the additional amount of contributions with interest, provided
that refund is requested within one year after July 1, 1963.
(6) The provisions of subsection (3) (e) herein apply to mem-
bers who retired prior to June 30, 1962, as well as to those who
retire after that date.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to add new Section 44A to Article 43 of the Annotated
Code of Maryland (1965 Replacement Volume), title "Health,"
subtitle "Miscellaneous Provisions," to follow immediately after
Section 44 thereof to give authority to the State Department of
Health to administer a mental retardation program of nonresi-
dential services.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 44A be and it is hereby added to Article 43 of the
Annotated Code of Maryland (1965 Replacement Volume), title
"Health," subtitle "Miscellaneous Provisions," to follow immediately
after Section 44 thereof and to read as follows:
44A.
(a) The State Department of Health is hereby designated as the
agency of the State, and is hereby given authority to administer a
mental retardation program of nonresidential services, including
day care centers for mentally retarded persons as well as a program
of prevention and treatment of mental retardation.
(b) The State Department of Health is hereby authorized to uti-
lize the funds appropriated for the financial support of Day Care
Centers for the Mentally Retarded as a part of general local health
services in the annual State operating budget, and when so used the
proportion of State, Federal, and Local funds respectively shall be
that specified for the financing of minimum health services.
(c) The State Board of Health and Mental Hygiene is herby
HEREBY authorized to adopt rules and regulations to carry out the
