8.    Applications submitted from a municipality or special govern-
mental agency within a County must have the approval of the County
governing body within which it is located.

9.    If more than one project is submitted, the applicant must indi-
cate priority of projects.

10. Rules and regulations of the State Department of Forests and
Parks, as approved by Board of Public Works, have been complied

with.

(c)   The State Department of Forests and Parks shall process and
submit applications, plans and other supporting documents and data
received, together with recommendations, to the State Commission
of Forests and Parks. The Commission shall review the submissions
and promptly report its findings and recommendations to the Board
of Public Works. The Board of Public Works may approve, or modify
and approve the recommendations submitted, provided, however,
that any modifications made by the Board of Public Works shall be
in accord with the adopted rules, regulations and criteria for alloca-
tion of funds.

(d)  The Board of Public Works shall allocate from monies avail-
able under this Act, to every county, municipality, or any special
governmental agency which is charged with providing outdoor recre-
ation and open space areas within a county or municipality, whose
project is approved, the sum recommended by the State Commission
of Forests and Parks. The Board of Public Works shall certify the
allocation of State funds to the Treasurer of the State, and the
Treasurer shall make them available to the local governments and
agencies which submitted the petitions, when needed for the under-
taking of the respective projects.

(e)   The State Department of Forests and Parks is directed to
promulgate and adopt rules and regulations governing the develop-
ment, submission and receiving of such applications, and for estab-
lishing criteria for setting priorities for allocation of funds under
this Act. Such rules and regulations shall be prepared in consulta-
tion with the State Planning Department and such other State, local,
or regional agencies or organizations as the Department of Forests
and Parks may deem it appropriate to consult with, and shall be
approved by the State Commission of Forests and Parks and the
Board of Public Works.

1.    For administering the allocations, the rules and regulations shall
establish a reasonable time limit for the effective utilization of the
allocation, beyond which cancellation and re-allocation to another
project is required.

2.    Any balance of funds not formally committed by the Board of
Public Works within two (2) years after the effective date of this
Act shall be reverted to the Annuity Bond Fund.

Sec. 6. And be it further enacted, That until all of the interest
on and principals of any Certificates issued under this Act have been
paid in full, there is hereby levied and imposed an annual State tax
on each One Hundred Dollars ($100) of assessable property at the
rate to be determined in the following manner: On or before May 1,
1969, and on or before May 1st of each fiscal year thereafter, the
Board of Public Works shall certify to the governing bodies of each
