shall be uniform and shall be distributed by him to any county which
requests them.
The Commissioner, when he approves plans which will necessitate
State financial assistance, shall enter into a written agreement with
the county or counties involved setting forth the rights, powers,
duties and responsibilities of all parties. The agreement may provide
for the housing and rehabilitation in a Regional Detention Center of
prisoners sentenced to State institutions upon conditions agreed on
by all parties. No contract shall be approved by the Commissioner
unless it provides for an annual review of the facilities and all re-
habilitation and training programs of the institution by the Depart-
ment of Correction and allows the Commissioner to propose any
changes deemed necessary to adequately carry out the programs
of rehabilitation and maintain them at a satisfactory level of
performance.
F. Sentencing to a Regional Detention Center
Notwithstanding any other provision of the Annotated Code of
Maryland a Judge of the Criminal Court of Baltimore City, the Cir-
cuit Court of any County, the Municipal Court of Baltimore City,
the Peoples Court of any County or any Magistrate, may sentence a
convicted offender to a Regional Detention Center; provided the
sentence imposed is for a period of not more than 18 months; and
provided further that the Court imposing the sentence be located
within a jurisdiction which is a party to the operation and mainte-
nance of the facility to which the person is sentenced.
The Sheriff or police personnel of any county shall be empowered
to deliver and surrender custody of any prisoner within their charge
to a regional detention center when directed to do so by any court
of competent jurisdiction.
G. Board of Public Works
All agreements, contracts and other instruments approved by the
Commissioner shall be subject to the approval of the Board of Public
Works before final execution.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to repeal and re-enact, with amendments, Section 47 of
Article 48A of the Annotated Code of Maryland (1964 Replace-
ment Volume), title "Insurance Code," subtitle "3. Insurers: Au-
thorization and General Requirements," providing for the mini-
mum capital and surplus of existing domestic insurers, providing
special capital and surplus requirements for such insurers to con-
tinue in business; providing requirements for doing business on
