(p) (O) Issuance of license after revocation or suspension. The
Board of Medical Examiners shall not issue any license or any renewal
thereof to any person whose license has been revoked or suspended
by the Commission except in conformity with the terms and condi-
tions of the certificate or the order of revocation or suspension, or
in conformity with any order of reinstatement issued by the Com-
mission or in accordance with the final judgment in any proceeding
for review.
(q) (P) Appeal from decision by Commission. Any person whose
license has been revoked or suspended by the Commission, or any per-
son placed on probation under this section, may have a judicial review
of the Commission's decision. He may enter an appeal to the Circuit
Court SUPREME BENCH of Baltimore City or in the Circuit Court
in the County in which the charges originated or in which the physi-
cian maintains his principal office and serve notice of said appeal on
the Commission within 30 days after the filing of the certificate or
of the revocation, suspension, probation or reprimand. All parties,
including the Commission may further appeal to the Court of Appeals
of Maryland.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968 1969.

(House Bill 88)
AN ACT to repeal Section 3 of Article 27 of the Annotated Code of
Maryland (1967 Replacement Volume), title "Crimes and Punish-
ments," subtitle "Abortion"; to repeal and re-enact, with amend-
ments, Section 145 of Article 43 of said Code (1967 Supplement),
title "Health," subtitle "Practitioners of Medicine"; and to add
new Sections 149E and 149F 149F AND 149G to said Article 43
(1967 Replacement Volume and 1967 Supplement), to be under the
said subtitle "Practitioners of Medicine," and under the new sub-
heading "Abortion," repealing the laws concerning criminal abor-
tion in this State, removing a reference to that crime from the laws
concerning the revocation or suspension of the licenses of physi-
cians, relating to employees or other persons associated with hos-
pitals being called upon to take part in the termination of a human
pregnancy, and establishing under the Medical Practices Act
certain misdemeanors concerning the termination of human preg-
nancy; and relating generally to the termination of human preg-
nancy in this State.
Whereas, the possible repeal or modification of the laws concerning
criminal abortion have been the subject of extended discussion in
the State of Maryland during recent years.
This subject has been discussed not only on the floor of both
Houses of the General Assembly but also in 1967 by a special Sub-
committee under the Legislative Council of Maryland.
