16. Penalty.

Any person who asserts a false claim under the provisions of this
Article shall be guilty of a misdemeanor, and upon conviction
thereof, shall be subject to a fine of not less than $500 or one year
imprisonment or both, and shall further forfeit any benefit received
and shall reimburse and repay the State for payments received or
paid on his behalf pursuant to any of the provisions hereunder.

17.

Where any person is convicted after July 1, 1968, of any offense
CRIME by any judge, or trial magistrate, with criminal jurisdiction,
there shall be imposed as additional cost, in the case, in addition to any
other costs required to be imposed by law, the sum of five dollars
($5). All such sums shall be paid over to the Comptroller of the
State to be deposited in the General Funds of the State.
UNDER
NO CONDITION SHALL A POLITICAL SUBDIVISION BE HELD
LIABLE FOR THE PAYMENT OF THIS SUM OF FIVE DOL-
LARS ($5.00). "Offense" CRIME as used in this subsection does not
include motor vehicle violations or violations of Article 66 of this
Code.

Sec. 2. And be it further enacted, That there is hereby appropri-

ated for the administration of this Act the sum of two hundred

and fifty thousand dollars ($250,000).

SEC. 2. AND BE IT FURTHER ENACTED, THAT THERE
SHALL BE AN AMOUNT APPROPRIATED TO COVER THE
ADMINISTRATION OF THIS ACT.

Sec. 3. And be it further enacted, That if any provision of
this Article or the application thereof to any person or circumstances
is held invalid, the remainder of this Article and the application of
such provision to other persons or circumstances shall not be affected
thereby.

Sec. 4. And be it further enacted, That this Act shall take effect
July 1, 1968.

Article 19, subtitle "Uniform System of Accounts"; to change the
designation of the subtitle "Department of Legislative Reference
and Fiscal Research Bureau" in Article 40 of said Code (1967
