ability, experience and integrity, and they shall not be selected as
representing or supporting any special interest or interests.
AT
LEAST ONE OF THE MEMBERS SHALL RESIDE IN BALTI-
MORE CITY AND AT LEAST ONE IN ANNE ARUNDEL
COUNTY. No member shall have any pecuniary interest, direct or
indirect, in the commercial operation of any aircraft within the State
or in any business or enterprise conducted at any State airport under
a contract, lease, or other arrangement with the Authority.

(d)   Terms of members; eligibility for reapportionment; RE-
APPOINTMENT; removal. Of the members initially appointed to
the Authority, one shall be designated by the Governor for a term
expiring on July 1, 1969, one for a term expiring on July 1, 1970, one
for a term expiring on July 1, 1971, one for a term expiring on July
1, 1972, and one for a term expiring on July 1, 1973, and until their
respective successors are appointed and qualify. The successor of
each member shall be appointed in the manner set forth in sub-
section (b) of this section for a term of five years, but any person
appointed to fill a vacancy shall be appointed to serve only for the
unexpired term, and a member of the Authority is eligible for
reappointment. Each member of the Authority may be removed by
the Governor for misfeasance, malfeasance or wilful neglect of duty,
but only after reasonable notice and a public hearing, unless the
notice and hearing are in writing expressly waived.

(e)  Oaths. Each member of the Authority before entering upon
his duties shall take the constitutional oath of office before the Gov-
ernor or someone authorized by law to administer oaths, and a record
of each such oath shall be filed in the office of the Secretary of State.

(f)  Chairman; vice-chairman; secretary; treasurer. One of the
members of the Authority shall be designated by the Governor from
time to time to serve as chairman of the Authority. The chairman
shall preside over its meetings and perform such other duties as
imposed on him by law or as assigned to him by the Authority. The
members of the Authority annually shall elect one of its members
as vice-chairman, and in the event of his death, resignation or in-
capacity to serve, may choose someone to serve as vice-chairman for
the remainder of the uncompleted term. The members of the Author-
ity shall also elect a secretary and a treasurer, who need not be a
member of the Authority.

(g)  Duties of vice-chairman. In the absence of the chairman,
the vice-chairman shall act as temporary chairman, and have such
other duties as the Authority assigns him.

(h) Duties of secretary. The secretary shall keep a record of the
proceedings of the Authority and be custodian of all books, docu-
ments, and papers filed with the Authority and of the minute book
or journal of the Authority and of its official seal. He may have
copies made of all minutes and other records and documents of the
Authority, and give certificates under the official seal of the Author-
ity to the effect that they are true copies. All persons dealing with
the Authority may rely upon these certificates, and the copies when
so certified shall be received as evidence in any court of law or
equity, or before any judge, justice of the peace, or other tribunal
in this State, in the same manner and with the same effect as if the
original books, papers, entries, records or proceedings were them-
selves produced.
