The Inspector so appointed shall, upon entering the performance
of his duties, be covered by a surety bond in accordance with the
provisions of Sections 46 through 50 of Article 78A of the Anno-
tated Code of Maryland; and he shall take charge of all the tobacco
warehouses in Baltimore City and the State Tobacco Warehouse and
all of the tobacco, books, furniture, appurtenances and effects be-
longing to the same, and shall receipt to his predecessor in office for
the same, and upon the appointment and qualification of his succes-
sor, shall deliver the same to said successor, and take a similar re-
ceipt. Said Inspector shall, personally or by a sampler or samplers,
in this article provided for, inspect all tobacco in said warehouse,
but neither he nor any other person appointed to or employed in
said warehouse shall engage in the purchase or sale of tobacco (ex-
cept that he may sell tobacco of his own raising), nor shall any
person appointed to or employed in said warehouses receive any
gift or emolument whatever, either directly or indirectly, for any
service in the line of his duty other than his regular salary or wages;
and any person violating the provisions of this section shall be im-
mediately dismissed from office or service. Each of said samplers
or any employee of said warehouse shall be covered by surety bonds
in accordance with the above said sections of Article 78A of the
Annotated Code of Maryland. Said Inspector shall have authority
to dismiss any and all appointees and employees in said warehouse,
when in his judgment, it shall be for the good of the service; and
neglect of duty on the part of any employee shall be cause for his
immediate removal by the Inspector or the Governor.

(c) The said graders or samplers shall have the power and au-
thority, and it is hereby declared to be their duty, to fix and estab-
lish proper grades for Maryland grown tobacco, and in so far as
it is practicable to do so, they shall follow as closely as possible the
grades established by the United States Department of Agriculture.
It shall be the duty of the graders or samplers to grade all Mary-
land grown tobacco sold or offered for sale on or through the Balti-
more market or the State Tobacco Warehouse, whether said tobacco
is stored in the State tobacco warehouses or in other warehouses,
and for this purpose said graders or samplers shall have the au-
thority to go into other warehouses where tobacco is stored at the
time samples are being taken.

The salaries and wages of the Inspector and all employees in and
for [said warehouses] the State Tobacco Warehouse, as also all op-
erating expenses of [said warehouses] the Warehouse, shall be paid
from the appropriation in the annual budget.
14.
The hours of labor in the [several tobacco warehouses] State
Tobacco Warehouse shall be those hours customarily observed by
other State departments, and considering holidays, unless such hours
shall be changed by order of the Inspector of Tobacco.
16.
It shall be the duty of the Inspector to cause each hogshead of
tobacco delivered at the warehouses to be numbered in succession,
as received, and cause said number to be entered in a book kept for
