charge be paid by the applicant or recipient or by any other person
or persons, provided, however, that this prohibition shall not ex-
tend to criminal proceedings brought pursuant to the provisions of
this [article] subtitle. Any person who violates the provisions of
this section shall be subject to a fine not exceeding five hundred
dollars ($500.00).

82. Limitations of act.

All assistance granted under this particle] subtitle shall be deemed
to be granted and to be held subject to the provisions of any amend-
ing or repealing act that may hereafter be passed, and no recipient
shall have any claim for compensation, or otherwise, by reason of
his assistance being affected in any way by any amending or re-
pealing act.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

CHAPTER 6
(Senate Bill 57)

AN ACT to repeal and re-enact, with amendments, Section 60 (a) of
Article 2B of the Annotated Code of Maryland (1957 Edition and
1967 Supplement), title "Alcoholic Beverages," subtitle "Procedure
for Issue of Licenses," amending the laws pertaining to alcoholic
beverages in order to correct erroneous wording therein.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 60 (a) of Article 2B of the Annotated Code of Maryland
(1957 Edition and 1967 Supplement), title "Alcoholic Beverages,"
subtitle "Procedure for Issue of Licenses," be and it is hereby re-
pealed and re-enacted, with amendments, to read as follows:

60.

(a) Before the board of license commissioners for Baltimore City
or any county shall approve any license, the said board shall cause
a notice of such application to be published two times in two
successive weeks, in three newspapers of general circulation in
Baltimore City, if the applicant proposes to do business in said
city, and if the applicant proposes to do business in any of the
counties, in the two newspapers of general circulation in said county
where two newspapers are published, and if not, then in one news-
paper having a general circulation in said county; the said notice
shall specify the name of the applicant, the kind of license applied
for, and the location of the place of business proposed to be licensed,
and the time and place fixed by the board for hearing upon the
application which shall be not less than seven, nor more than thirty
days after the last publication. At the time fixed by the notice for
hearing upon the application or upon any postponement of such time,
any person shall be heard on either side of the question. If the
