(b-1) In Garrett County all net profits arising from the opera-
tion of the dispensaries shall be first applied towards the payment of
any and all sums advanced to or borrowed by the liquor control board.
After such sums have been paid, the said board shall be authorized
to create and maintain a reserve fund not to exceed [$50,000.00]
$100,000.00 including the total inventory of stock and supplies on
hand, to provide adequate working capital and to meet any losses
that may be sustained by the board in the operation of the dispen-
saries, all net profits in excess of the above shall belong to and be
paid over to the County Commissioners of Garrett County at such
times as the Garrett County liquor control board shall, in their dis-
cretion, deem appropriate, but all accumulated profits, if any, must
be paid to the county treasurer on February 1 and September 1 of
every year.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of all the members elected
to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.

SECTIONS 19(F-2)(1), 20(H-2) AND 99 OF ARTICLE 2B
OF THE ANNOTATED CODE OF MARYLAND (1967 SUP-
PLEMENT), TITLE "ALCOHOLIC BEVERAGES," SUB-
TITLES RESPECTIVELY "BEER, WINE AND LIQUOR
LICENSES" AND "HOURS AND DAYS FOR SALE"; AND
TO ADD NEW SECTION 158(G) TO THE SAID ARTICLE
OF THE CODE, SUBTITLE "BOARDS OF LICENSE COM-
MISSIONERS," TO FOLLOW IMMEDIATELY AFTER SEC-
TION 158(F-1) THEREOF, TO INCREASE THE LICENSE
FEES FOR HOTEL, RESTAURANT AND CLUB BEER,
WINE AND LIQUOR LICENSES IN HARFORD COUNTY,
TO CHANGE THE HOURS DURING WHICH ALCOHOLIC
BEVERAGES MAY BE SOLD IN THE COUNTY, TO PRO-
VIDE FOR THE APPOINTMENT OF LIQUOR INSPECTORS,
AND TO RELATE TO ALCOHOLIC BEVERAGES IN HAR-
FORD COUNTY.
AN ACT to repeal and re-enact, with amendments, Section 99 of
Article 2B of the Annotated Code of Maryland (1957 Edition and
1967 Supplement), title "Alcoholic Beverages," subtitle "Hours
and Days for Sale," to change the hours during which certain
licensees may serve beer, wine or other alcoholic beverages on Sun-
day in Harford County.
