missioner of Labor and Industry shall be conclusive evidence of
the legality of any employment for the purposes of this article.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to add a new paragraph to Section 6 of Article 4 of the
Code of Public Local Laws of Maryland, title "Baltimore City",
subtitle "General Powers", and to Article II of the Charter of
Baltimore City (1964 Revision), title "General Powers", to be
headed "(15A) Industrial and Economic Development", to follow
immediately after the paragraph headed "(15) Land Development
and Redevelopment" of said Section 6 of Article 4 of the Code of
Public Local Laws of Maryland, and of Article II of the Charter
of Baltimore City (1964 Revision); generally authorizing the
Mayor and City Council of Baltimore to acquire and dispose of land
and property in Baltimore City for or in connection with the indus-
trial and economic growth of said city and vesting certain power
and authority in the Board of Estimates of said municipality in
connection therewith.
Section 1. Be it enacted by the General Assembly of Maryland,
That a new paragraph be and the same is hereby added to Section 6
of Article 4 of the Code of Public Local Laws of Maryland, title
"Baltimore City", subtitle "General Powers", and to Article II of
the Charter of Baltimore City (1964 Revision), title "General
Powers", to be headed "(15A) Industrial and Economic Develop-
ment", to follow immediately after the paragraph headed "(15)
Land Development and Redevelopment" of said Section 6 of Article 4
of the Code of Public Local Laws of Maryland, and of Article II of
the Charter of Baltimore City (1964 Revision), to read as follows:
"(15) Industrial and Economic Development
(a) To acquire, within the boundary lines of Baltimore City, land
and property of every kind, by purchase, gift, or any other legal
means, but not by eminent domain, for or in connection with the
industrial and economic growth of Baltimore City;
(b) To sell, lease, convey, transfer or otherwise dispose of any of
said land or property, irrespective of the manner or means in or by
which it may have been acquired, to the United States of America
or the State of Maryland, or any department or agency thereof, or
to any private, public or quasi public corporation, partnership, asso-
ciation, person or other legal entity, to be used for or in connection
with the industrial and economic growth or expansion of Baltimore
City: any lease or rental agreement entered into based upon, or
pursuant to, the power and authority contained in this paragraph
(15A) or entered into in connection with any of the purposes or ob-
