same, provided the rate or rates of interest shall not exceed [four
per centum (4%)] five per centum (5%) per annum, the manner
and place of payment, the date, place and terms of the sale of the
bonds, and all details not herein otherwise provided for with respect
to the form, issuance and sale thereof; said bonds shall be signed by
the President of the County Commissioners and by the Treasurer of
Charles County, and the seal of said County shall be affixed thereto.
Said bonds may be made registrable as to principal.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote supported by three-fifths of the members elected to
each of the two houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 53
(House Bill 329)
AN ACT to repeal and re-enact, with amendments, Section 44 of the
Code of Public Local Laws of Charles County (1965 Edition, being
Article 9 of the Code of Public Local Laws of Maryland), title
"Charles County," subtitle "County Commissioners," to increase
the compensation paid certain secretarial assistance to the mem-
bers of the Charles County Delegation in the General Assembly.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 44 of the Code of Public Local Laws of Charles County
(1965 Edition, being Article 9 of the Code of Public Local Laws of
Maryland), title "Charles County," subtitle "County Commissioners,"
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:
44.
The County Commissioners of Charles County shall furnish either
full or part-time secretarial assistance to the members of the Charles
County Delegation in the General Assembly, providing therefor com-
pensation of [$840] $1,050 for a regular session of the General
Assembly which amount is figured on a basis of [$12] $15 daily.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of all the members elected
to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.
