259. Fees, costs, and fines in criminal cases.
(a) Generally. Any judgment in a criminal case, except a motor
vehicle case under Article 66½ of the Public General Laws, upon a
verdict of guilty, shall include "a judgment for $7.00 costs to be paid
to the Trial Magistrate or his clerk, for the use of the County Com-
missioners of Queen Anne's County, as to each defendant. Such
costs shall constitute the entire costs of the proceeding chargeable
against the defendant except that an additional fee of $1.00 shall be
charged for each summons issued for any witness. Such judg-
ment shall be subject to suspension or conditions of probation as
provided in the Public General Laws.
(b) Other costs. In any criminal case in which a person has
obtained a warrant against his or her spouse and such case is dis-
missed or a verdict of not guilty is entered by reason of the refusal
of the complaining spouse to testify at the trial of the accused spouse,
the Trial Magistrate may, in his discretion, enter a judgment for
costs against the complainant as prescribed in subsection (a) and
for an additional amount not to exceed $50.00 for the costs of appre-
hending and confining the accused.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to add a new Section 106 (b-1) to Article 77 of the Anno-
tated Code of Maryland (1965 Replacement Volume and 1967
Supplement), title "Public Education," subtitle "Chapter 8. Teach-
ers' Certificates, Salaries and Pensions," to follow immediately
after Section 106 thereof, imposing certain requirements upon the
County Commissioners of Garrett County with respect to teachers'
salary scales in that county.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 106 (b-1) be and it is hereby added to Article 77 of
the Annotated Code of Maryland (1965 Replacement Volume and
1967 Supplement), title "Public Education," subtitle "Chapter 8.
Teachers' Certificates, Salaries and Pensions," to follow immediately
after Section 106 thereof, and to read as follows:

(b-1) Beginning with the school year 1968-1969 and thereafter,
the County Commissioners of Garrett County shall supplement the
teachers' salary scales in Subsection (b) of this section by an amount
not less than the following additional sums on each step of the salary
scale: Non-degree Provisional Teacher, $4,00; Degree Provisional
Teacher, $500; Standard Professional Teacher, $600; Advanced Pro-
fessional Teacher, $700. These amounts shall be paid in addition
