quality control, either or both which can be provided by a federally
constructed reservoir, and the cost of storage is nonreimbursable
(when used for streamflow regulation) or is to be repaid by non-
federal interests (when used for water supply);

The Department, after consulting with all concerned agencies
and jurisdictions shall estimate

(a)    The amount of water-supply storage required to meet both
initial and future needs in the potential service area or areas within
the State; and

(b)    The need for storage for regulation of streamflow for quality
control and the beneficiaries therefrom.

The Department shall contract with the appropriate federal au-
thorities for repayment of costs for initial water supply. The De-
partment shall furnish reasonable assurance that costs allocated to
future water supply for use in Maryland will be repaid. When the
future water supply is required, the Department shall contract with
the federal authorities for repayment.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

CHAPTER 39
(House Bill 103)

AN ACT to repeal and re-enact, with amendments, Section 6 (a) of

Article 77 of the Annotated Code of Maryland (1965 Replace-
ment Volume and 1967 Supplement), title "Public Education,"
subtitle "Formation of Boards," amending the public education
laws in order to correct an omission therein.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 6(a) of Article 77 of the Annotated Code of Maryland
(1965 Replacement Volume and 1967 Supplement), title "Public
Education," subtitle "Formation of Boards," be and it is hereby re-
pealed and re-enacted, with amendments, to read as follows:

6.

(a) County boards of education shall be composed in the coun-
ties of Carroll and Dorchester, of six members; in Baltimore, Prince
George's and Frederick counties of seven members; in Somerset
County, of eight members and in each of the other counties (except
Allegany, Anne Arundel, Caroline, Cecil, Charles, Harford, Howard,
Kent, Montgomery, St. Mary's, Washington, Wicomico, Worcester
and Talbot for which separate provisions are made in this article),
of three members, who shall be appointed from the citizens of the
county by the Governor for a term of six years from the first Mon-
day in May next succeeding their appointment, and they shall hold
office until their successors qualify. Provided that the terms of
