11. (11)
(a) In addition to the Chief Clerk, there shall be three (3) senior
clerks of the People's Court who shall receive minimum annual
salaries of forty-five hundred dollars ($4,500), three (3) junior
clerks who shall receive minimum annual salaries of thirty-five hun-
dred dollars ($3,500), four (4) FIVE (5) constables who shall receive
minimum annual salaries of thirty-five hundred dollars ($3,500), and
such additional employees as the Chief Judge may from time to time
deem necessary who shall receive such salaries as are provided in the
annual county budget. The Chief Clerk with the approval of the
Chief Judge, shall make the appointments to all such positions and
shall supervise and direct the work thereof.
(b) The county commissioners of Anne Arundel County are au-
thorized and directed to annually appropriate an amount sufficient
for the proper and effective administration of the People's Court.
(c) The Chief Clerk, the Senior Clerks, the Junior Clerks and
all other clerks by whatever title designated shall be empowered to
administer oaths.
12. (12)
Any defendant, or his agent, or his attorney, who shall make
suggestion in writing, upon oath, that he does not believe such
defendant can have a fair and impartial trial in any case pending
for trial before a Judge, shall have the right at any time before
trial, upon making said written suggestion and oath to the Judge
before whom the case is pending for trial, to have the pending case
removed for trial to another Judge; the said Judge shall forthwith
transfer all papers and a record of his proceedings in the case to
another Judge for disposition.
13. (13)
The laws which have been enacted previously concerning the
right of appeal from justices of the peace and justices of the peace
designated as trial magistrates in Anne Arundel County shall con-
tinue in all respects to be effective as to the People's Court of Anne
Arundel County herein created.
14. (14)
Any Judge of the People's Court may be removed or retired from
office under the same conditions and provisions as apply to Judges
of the Circuit Courts in this State.
15. (15)
(a) Each Judge of the People's Court shall be paid after the ter-
mination of active service, if he is then at least sixty-five (65) years
of age, or when he becomes sixty-five (65) years of age, a pension
or salary calculated at the rate of five hundred dollars ($500.00)
per annum for each year, or any part thereof, of active service by
appointment or election as a Judge of the People's Court up to and
including twenty (20) years of such active service, so that the maxi-
mum pension or salary for such service payable hereunder to any one
person shall not exceed the sum of Ten Thousand Dollars
