County Code, (1961 Edition), title "Dorchester County," sub-
title "Cambridge," being Article 10 of the Code of Public Local
Laws of Maryland (1930 Edition), to follow immediately after
Section 119(b) thereof, to exempt certain dispositions of real
property in an urban renewal project in Cambridge from certain
required procedures.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That new Section 119(b-1) be and it is hereby added to the Charter
of the town of Cambridge, being Sections 20 through 127 of the
Dorchester County Code, (1961 Edition), title "Dorchester County"
subtitle "Cambridge," being Article 10 of the Code of Public Local
Laws of Maryland (1930 Edition), to follow immediately after
Section 119(b) thereof and to read as follows:

119.

(b-1) The municipality may dispose of real property in an urban
renewal area to any person, who owned real property which was
acquired by the municipality as part of the urban renewal project,
without regard to the provisions of subsection (b) above.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health, safety and welfare and, having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 195
(House Bill 191)

AN ACT to repeal and re-enact, with amendments, Section 70 of
Article 81 of the Annotated Code of Maryland (1967 Supplement),
title "Revenue and Taxes," subtitle "Tax Sales", to provide that
in Cecil County unpaid taxes on personal property shall be a lien
on the personal property and on the real estate of the owner of
the personal property in the same manner in which taxes on real
estate are now liens on the real estate with respect to which they
are levied.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 70 or Article 81 of the Annotated Code of Maryland
(1967 Supplement), title "Revenue and Taxes," subtitle "Tax
Sales", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows :

70.

From and after January 1, 1944, all unpaid State, county and city
taxes on real estate shall be until paid, liens on the real estate in
